Overview:

The purpose of the role is to support the site Engineering Team and associated vendors undertaking a relocation project at a critical facility overseeing all engineering aspects ensuring quality control and assurance. The role will provide an engineering / operations perspective to the project to actively support any project risks to live operational spaces and supporting infrastructure. The role will also ensure the project adheres to, and enforces, the client building rules and regulations and relevant policies at all times.

Key Responsibilities :

  • Facilities Management, risk management and business impact management from a quality control and quality assurance point of view across the client's portfolio both existing and new sites across Singapore.

  • Oversees and track the site readiness progress supporting the Singapore Site Engineering Manager.

  • Demonstrates capability to read, understand and apply standard to moderately complex documents affecting relocation projects, including but not limited to: agreements/contracts with vendors, project charters, surveys, and drawings.

  • Coordinates directly with the clients & consultant project team to define requirements.

  • Drafts scope of work, work plan schedule & milestones, quality control & risk identification

  • Ensures project data integrity and documentation is accurate, timely and well-coordinated

Specific Project Responsibilities :

  • Supports Design/Construction Reviews (as applicable)
  1. Ensures the site Engineering team are aware of all findings, and feedback is addressed, tracked and recorded.

  2. Participates and review all documentation from a site Engineering perspective. Develop a tracker of all FM Engineering obligations for use after hand-over

  • Work Planning & Risk Management
  1. Maintains a live risk register updated weekly based on permit-to-work submissions

  2. Escalates any project activities that create or have the potential to create an operational risk or issue including impairment of the normal system operations for specific review with the FM Engineering Manager

  3. Reviews all permit-to-work (PTW) submissions by the project including associated documentation for work methods of procedure (MOP), risk analysis, drawings, and programs of work submitted by the Project team and vendors from an operations perspective to ensure the work will not have any adverse impact to the client office. Obtain approvals for work management requests from desginated personnel incl. Facilities Management using the PTWs system, Technology access requests, BMO access, etc.

  • Site Walks
  1. Conducts site walks to ensure there is no risk or adverse impact to the business operations.

  2. Escalates any on site operational issues following FM incident management/crisis handling protocols. Applicable to any incidents, risks, issues, emergencies arising during site work, or work requiring a deviation from approved work methods

  3. Witness all highlight risk/issues/defects that may impact operations to the FM Team

  4. Ensures all on site documentation other than As-Built Drawings are maintained and updated as work is progressing e.g. distribution board schedules, labelling of cables, etc

  • Meetings
  1. Attends and participates in project meetings

  2. Attends and participates in site work inspections, defects snogging/rectification inspections, hand over inspections, etc.

  3. Attends and participates a weekly coordination meeting with the FM Engineering team and FM vendor team to review the weekly report and discuss any open action items or risk.

  • Reporting
  1. Prepares a weekly report with summary details including, but not limited to, the Engineering project schedule, phasing plan, upcoming weekend works, risk register, open FM Engineering actions items, hoarding/dust prevention plans, defect reporting, air quality etc.

  2. Prepares the status with respect to the FM Engineering Operational readiness and FM Engineering Migration Readiness Checklists

  • Handover Process
  1. Actively supports the handover process

  2. Clearly document the Defect Liability Period arrangements, i.e start/end dates/times; point of contact for defects, agreed defect rectification timelines for critical vs standard defects

  3. Ensures defects are properly tracked and rectified in a timely manner. Track defects from the handover inspection, and defects raised post-handover

  4. Ensures handover documentation submissions are tracked, submitted within agreed timelines, appropriately reviewed with comments provided back in a timely manner, and final approval received - including as-built drawings, O&M manuals, etc.

  5. Ensures training is arranged for the onsite FM Engineering team

  6. Supports the setup/update of the site in Facilities Management system including EAM CMMS, GS Space, or other as applicable

  7. Registers Engineering assets in the system

  • Embody and display CBRE RISE Values of Respect Integrity Service and Excellence

  • Be a part of Engineering Building Operation Command Center Team during parallel operation period

  • Help Desk Response during parallel operational period

  • Other duties as assigned

Supervisor Responsibilities

  • No supervisory responsibilities in this position, Provides informal assistance such as technical guidance, and/or training to coworkers.

Required Knowledge & Skills :

  • Ability to read drawings such as mechanical, electrical, HVAC piping, fire systems, BMS, architectural

  • Maintain personal safety and encourage the same of others with an understanding of the importance of WHS and OHS workplace requirements, codes of practice.

  • Ability to respond effectively to sensitive issues. Ability to write reports and manuals in English for the site Engineering Team

  • Intermediate skills with Microsoft Office

  • Ability to coordinate meetings via various software platforms including zoom, teams, and Skype

  • Teamwork skills

  • Written and verbal communication skills in English

Scope of Responsbility

  • Supports the site Engineering team with thorough understanding of procedures, company policies, and business practices to achieve general results and deadlines. Support for setting up work units and/or project deadlines

Education and Experience

  • Minimum requirements is to have at least 5 year's experience in supporting construction/technical/FM Engineering projects with FM hard services / crossover
