Job Summary
This position works 40 hours per week.
NOTE: THIS RECRUITMENT MAY BE USED TO FILL A TRAFFIC SIGNAL TECH 2 OR TRAFFIC SIGNAL TECH 3 POSITION DEPENDING ON THE QUALIFICATIONS OF THE FINAL CANDIDATE.
Traffic Signal Technician 3 Salary Range:
$64,438.44 - $89,755.68 annually
This position performs skilled work in the installation, maintenance and repair of varied traffic control equipment. The position allocated to this class is responsible for performing journey level technical Traffic Signal work. Duties are completed usually under general supervision. This class is distinguished from the Traffic Signal Technician 1 class by a higher level of expertise, increased knowledge of operations and tasks required to successfully complete assignments under minimal direction and guidance. Incumbents in the higher classification of Traffic Signal Technician 3 class are mainly responsible for signal inspection and lead work. Positions within the Traffic Signal Technician 2 class may assist in the training of Traffic Signal Technician 1's or more junior Traffic Signal Technician 2's. Employees will be expected to perform the work of a higher class for specific periods of time for training purposes or as a relief.
Advancement from a Traffic Signal Technician 2 to a Traffic Signal Technician 3 requires a minimum of four (4) years progressively more responsible and technical work experience as a Traffic Signal Technician, and possession of the International Municipal Signal Association (I.M.S.A.) Level II Certification for Traffic Signal Technician OR successfully passing of equivalent test or possession of a journey-level electrician’s license or certification, and is finally determined by the Department/Division Head or Elected Official. Incumbents are expected to gain the knowledge and abilities necessary to promote to the class of Traffic Signal Technician 3 generally after four years of experience. incumbents are generally expected to meet the requirements, certifications, knowledge and skills to advance to the level of a Traffic Signal Technician 3 within 6 years in the position of a Traffic Signal Technician 2.
Examples of Duties
Operates a variety of tools, circuit testers and motor vehicle equipment including a man lift truck to install, maintain and repair traffic signals, flashing signal systems, video equipment and electronic traffic control and monitoring devices.
Records a list of parts and supplies utilized in support of street and railroad traffic signal maintenance and emergency repair, recommends adequate inventory levels and orders supplies as necessary.
Locates underground street light and traffic signal conduit wiring for contractors and utility companies.
Prepares written reports and maintains logs and records.
Assists in the inspection and construction of specialized traffic signal devices and systems to meet traffic control and safety concerns presented by County roadways either in existence, being constructed, or proposed in land development, annexation, and related applications.
Maintains and repairs signal systems, lumination and services, cameras and other electrical/electronic equipment.
Sets up traffic control when needed.
May be required to work on-call, to make emergency repairs.
Performs other related duties as required/assigned.
Minimum Requirements
High School Diploma or GED equivalent.
Three (3) years of experience in traffic signal installation, operation and maintenance.
Possession of the International Municipal Signal Association (I.M.S.A.) Level 1 Certification for a Traffic Signal Technician.
Possession of a valid Washington Driver's License at time of hire and for the duration of employment.
Selection Factors
Knowledge of traffic control systems including parts, construction, and operation of electronic or electro-mechanical traffic devices and auxiliary components.
Knowledge of the standard practices, materials, instruments and tools used in the installation of electronic or electrical systems and equipment.
Knowledge of occupational hazards and applicable precautionary measures related to work assignments including traffic control in construction and maintenance work areas.
Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
Skilled in establishing and maintaining effective working relationships.
Skilled in the use of tools and testing devices used in electrical and electronic trades.
Skilled in locating and repairing defects in electronic or electrical systems.
Skilled in the use of personal computers and familiar with various hardware and software programs.
Ability to interpret and apply provisions of the National Electrical Manufacturers' Association Codes (NEMA) and the Washington State Manual on Uniform Traffic Control devices.
Ability to work from blueprints, sketches, schematic diagrams, timing instruction charts and specifications.
Ability to identify and design traffic signal systems necessary to meet legal requirements, control traffic, and meet safety requirements.
Ability to perform moderate to heavy physical tasks.
Ability to prepare written reports, and maintain logs and records of statistical data.

PAID TIME OFF
Spokane County Observed Holidays
Up to 10 (ten) paid holidays are observed by Spokane County.
PTO
Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.
Vacation
For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).
Sick Leave
Sick leave is earned at 1 day per month and can be taken as the days are accumulated.
Other Leaves
Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.
INSURANCE BENEFITS
Medical Insurance
Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Dental Insurance
Two plans are currently available: Delta Dental of Washington (PPO) and Willamette Dental (DMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents.

Group Life Insurance
The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.
Long Term Disability Coverage
Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.
RETIREMENT
Retirement Plan (401a)
Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.
Additional Retirement Plan Option (457b)
Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.
VOLUNTARY BENEFITS
AFLAC
Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.
Travel Assistance
Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.
Flexible Spending Plan (FSA)
Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.
Voluntary Term Life Insurance
Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
