Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST (TITLE 32), Position Description Number D1900000 and is part of the IL USPFO, National Guard. Responsibilities As a BUDGET ANALYST (TITLE 32), GS-0560-9, you will serve as the budget analyst and consultant for the management and administration of all budget programs within the organization; perform routine, continuing financial management functions involving the formulation, execution, and/or analysis of budgets for the organization's support activities and organizational components; perform duties necessary to accomplish budget analyst and management functions and provides customer service in support of financial management (FM) programs; The work requires knowledge and skill in the application of financial management, related laws, regulations, policies, acquisition, precedents, methods, and techniques of budget analysis and funds management. Major Duties - This is NOT an all-inclusive list: Research, consolidate, and summarize budgetary data from source documents, automated budgetary systems, accounting records, and report for use in preparing budget estimates and annual financial plans. Interpret source information and properly apply it to the budget. Review organizational historical data and/or match funding requests or projected costs of selected line items with past records to determine trends in spending and forecast annual funding needs. Review budget submissions for compliance with rules, regulations, and procedures. Serve as the functional point of contact for day-to-day budget/financial issues. Work with Major Subordinate Commands (MSC) and budget office counterparts to obtain, monitor, and track organization's funds. Work closely with supervisors/ managers and/or project managers in utilization of resources, resolving problems, and determining funding/ resource requirements. Perform budget formulation work involving review and preparation of budget estimates and financial plans. Provide advice, assistance, and guidance on budgeting and related information and conduct analyses, reviews and special studies of budget and/or related information. Provide advice on budget and related matters such as types of funding available, effects of budgetary changes on related activities, and status and use of funds. Compile, prepare, and convey information about the budget and programs of the organization. Prepare guidance and/or interpretation of standard procedures and regulations relating to the organization's budget and financial procedures/ processes. Perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds. Monitor, track, and review obligations, expenditures, reimbursable orders, and requests for allotments, identifying and reporting differences that are not in keeping with annual work plans. Compare obligations and expenditures and identify conditions over or under obligation of funds. Prepare and conduct reprogramming and adjustments of funding to cover short falls, unanticipated expenses, and/or unexpected emergencies, identifying and referring to higher level officials reprogramming actions which require prior approval. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. May be required to successfully complete a trial period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted, may not exceed rank of SFC. GENERAL EXPERIENCE: MUST possess experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing; ability to plan and organize work; competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences; ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience for the GS-9 Level, which includes at least 12 months at the lower-level GS-07, education, or training of finance budget competencies that provided knowledge of financial principles and procedures; have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements; have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
