Summary of Duties: Performs accounts payable duties, including purchase order preparation and invoice processing; tracks financial transactions through databases and spreadsheets. Performs accounts receivable duties including invoicing a variety of entities based on contracts and leases; prepares grant draws, completes pay-ins; and oversees collection actions. Performs a variety of functions related to grant administration; maintains financial records for federal, state and local grants; communicates with grant staff and auditor's office and prepares pay-in documents. Manage general grant contracts and other county contracts. Including negotiating, reviewing, preparing, managing, and reporting contracts. Manage annual budget preparation; reviews departmental budget requests; drafts budget documents. Performs a variety of budget and accounting activities; payroll preparation, leave balance tracking, and reporting; reconciles revenues and expenses; responds to audit requests. Processes a variety of documentation associated with department operations. Prepares or completes various forms, reports, correspondence, and other documentation, including purchase orders, pay-in forms, payroll worksheets, grant requests, invoices, etc. 2/2 Operates a personal computer, utilizing Microsoft Word, Excel, Access, Outlook, PowerPoint, BS&A, and other financial record keeping software (QuickBooks). Communicates with supervisor, directors of various departments, auditors, treasurer, employees, outside agencies, and other individuals, as directed, to coordinate work activities, review status of work, exchange information, or resolve problems. Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, codes, policies and procedures regarding budget development and administration; participates in continuing education activities; attends meetings, workshops and seminars as required. Serves on committees and boards, as directed. Minimum Qualifications: • Bachelor's degree in accounting or business, three (3) years of progressively responsible budget and/or accounting experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. • Must possess and maintain a valid state of Ohio driver's license, as well as an acceptable driving record in accordance with County policy.
