As budget director for Behavioral Health, Housing, and Deaf & Hard of Hearing Services Administration (BHDH), this position exists to:

  • Direct and contribute to the biennial and supplemental budget development for the administration, developing proposals that can withstand department and legislative scrutiny and that allow the Governor and Commissioner to accomplish their policy goals for people served by the BHDH administration.

  • Direct and contribute to the establishment of BHDH operational budgets.This includes providing budget activity level management and reporting of all aspects of the operational budgets for BHDH.

  • Manage and supervise BHDH Budget and Finance staff to facilitate effective and efficient operations and assure that work outcomes are consistent with section, division, and agency goals.

  • Provide fiscal and technical advice, guidance, strategies, and analysis to the BHDH Assistant Commissioner, Chief Administrative Officer and other BHDH senior management on the development and administration of fiscal policy, the biennial budget and operational spending plans.

  • Perform other duties as assigned by the Chief Administrative Officer or the Assistant Commissioner.

Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee

  • (e.g. ERG) - Experience must include:

Five (5) years of financial and/or healthcare assistance experience managing programs, including strategic planning and directing the work of staff.

Experience must demonstrate:

  • Development of finance policy, budgets, and funding strategies.

  • Excellent skills with negotiations and mediations to resolve differences between competing positions.

  • Managerial skills in assigning priorities, developing staff, and improving work processes and change management efficiencies.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Practical understanding of state government accounts management and reporting requirements that also includes extensive knowledge of state and federal funding structures and overall operating procedures.

  • Project leadership experience to lead meetings, and ability to provide clear directions to program staff.

  • Strong human relations and communication skills; capacity to communicate clearly and professionally both verbally and in writing; demonstrated aptitude to respond openly to requests and concerns and simplify technical information for non-specialist understanding.

  • MBA or Masters in public policy or related field.
