This position is responsible for communications and stakeholder management for the Workers’ Compensation Division (WCD) with the primary focus being the Campus technology system.

This position is responsible for:

  • establishing, fostering, and maintaining relationships between the Department of Labor and Industry (DLI) Workers’ Compensation Division and all internal and external stakeholders to effectively serve as a point of contact and manage communications related to use of WCD technology, policy, and business practices.

  • developing a division-wide communications strategy and for creating and implementing a communications plan.

  • creating and distributing frequent communications, in alignment with the communications plan, to ensure the appropriate information is disseminated to the right people in a timely manner.

  • improvement and maintenance of the Work Comp portion of the DLI website which serves as the primary resource for external stakeholders to receive information and resources needed to effectively work with DLI.

  • working closely with other roles in the Business Technology Office (BTO) to identify communication needs and provide expertise on what information should be shared and how.

  • serving and supporting all units in the WCD to meet communication needs internally and externally.

Minimum Qualifications

Three years’ experience* in the field of communications.

*Doctorate degree may substitute for two years of experience; Master’s degree may substitute for 18 months of experience; Bachelor’s degree may substitute for one year of experience; Associates degree may substitute for six months of experience.

Applicants who meet the above experience requirement will be further evaluated on the following:

  • Ability to develop and execute a communication strategy and plan that are developed through stakeholder engagement and research.

  • Communication skills to include speaking, writing, active listening and presentation skills.

  • Ability to develop and tailor communications to an audience and measure the effectiveness of the communication.

  • Ability to analyze facts, think critically, interpret impact of changes and determine appropriate direction.

  • Time management, project management, and organizational change management skills.

  • Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.

Preferred Qualifications

  • Experience improving and maintaining a website.

  • Knowledge of Workers' Compensation business processes, policies, procedures, statutes and rules.

  • Knowledge of DLI's organization and lines of authority.

  • Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).

This position is designated for hybrid and telework options:

· Hybrid for State of MN allows an employee to work a portion of the time remotely with a regular schedule of time at the designated office.

· Telework for State of MN allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
