Direct Care and Treatment (DCT) is seeking an individual to join our DCT Compliance and Contracts Office for an exciting and rewarding opportunity as a Director of Procurement and Acquisitions! This position will build-out and lead the DCT agency-wide Procurement and Acquisitions Division. The incumbent will oversee all procurement and acquisitions, including process development and maintenance. The incumbent will provide agency-wide leadership in setting strategic direction. As the recognized DCT Procurement Director, the incumbent will serve as the formal liaison with the Department of Administration, and on various statewide committees and workgroups related to procurement and electronic inter-office requisition (EIOR) implementation.

Primary responsibilities include:

  • Lead and manage the build out of a Procurement and Acquisitions Division and function for DCT.

  • Lead, including the development and coordination of various strategic initiatives and improvements as they pertain to the DCT enterprise processes and/or applications for Procurement.

  • These initiatives have a varying spectrum of workflows that span across divisions agency wide as well as into other state agencies. The Procurement Division will formulate, implement, and lead several enterprise applications and establish direction, responsibility and accountability for the stakeholders involved. Lead, problem-solve, navigate complex procurement issues and negotiations.

  • Serve as the lead DCT acquisitions principal for DCT. Serve as an advisor to various internal and external agency executive teams and leadership groups. As a subject matter expert in multiple acquisition processes, including e-procurement, provide agency metrics and data to assist in enterprise budget and financial reporting for all of DCT.

  • Lead, manage and direct the work and strategic direction of the Procurement Division, including ensuring that the agency is adequately resourced and has the needed staff, direction, and supervision to ethically and efficiently meet agency goals, objectives and mission while maintaining compliance with the applicable State mandated policies and procedures.

  • Establish and maintain effective and alternative training curriculum, including online training, for DCT staff as it relates to the core agency functions in the Procurement Division.

  • Coordinate the available on-going resources for assistance and/or support that promotes a customer service model focused compliance, integrity, efficiency, and transparency.

Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g., ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee (e.g., Employee Resource Group) - experience must include:

  • 1+ year of experience identifying issues, goals and strategic actions.

  • 100+ hours per year time commitment

AND

Four (4) years of advanced procurement experience. Experience must demonstrate or include the following:

  • Public sector procurement activities, policy development, analysis, and interpretation and/or evaluation of procurement activities.

  • Personnel evaluation and program technical assistance.

  • Review of agency/division spending and procurement procedures to assure compliance with federal, state, and/or department procurement requirements.

Preferred Qualifications

  • Experience supervising procurement activities, conducting reviews of spending procedures, supervising buyers and analysts involved in goods and services procurement, subscription for services and utilities, coordination with large financial institutions regarding the utilization of purchase cards.

  • Demonstrated excellence in building staff members into a cooperative, efficient, and effective buying team.
