This position is located at Central Office in St. Paul and has the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent may be expected to work in the office on a regular basis.

This position provides business leadership and management to the continued use and improvement of financial systems, including SWIFT and MnDOT’s timesheet application. The incumbent is responsible for developing and managing a communications, training, support, and service program relating to financial processes and systems within MnDOT. The position also manages the Central Office Payroll unit providing agency-wide guidance and standards to all MnDOT payroll functions. The position manages office administration activities which includes supervising the office’s administrative assistant positions, office procurement functions, and office asset management.

Minimum Qualifications

Two years of professional supervisory experience OR three years of advanced professional experience that demonstrates:

  • Experience providing work direction to technical support staff focused on training and helpdesk support.

  • Experience interpreting and analyzing state and federal laws, rules, policies, etc.

  • Experience leading the development and/or implementation of policies and procedures.

  • Knowledge and experience with Oracle Peoplesoft enterprise resource planning systems, such as the State of Minnesota’s Statewide Integrated Financial Tools (SWIFT) or the Statewide Employee Management System (SEMA4).

Preferred Qualifications

  • Experience analyzing and evaluating business systems.

  • Experience developing and implementing policies and procedures related to payroll.
