As the Grants and Allocations Supervisor, you will lead a team of seven grant accountants that complete financial reporting and financial reconciliation for incoming federal awards and support the fiscal operations of outgoing grants and allocations. The team works closely with grant managers and fiscal staff across the agency, centralized contract attorneys and specialists, and the agency’s grantees including counties, tribes, and non-profit organizations. This position represents DHS on statewide grants management work groups and on federal grant compliance topics.

Responsibilities include:

  • Manage, direct, and lead the Department’s fiscal operations for grants awarded to DHS and for funds which are granted by DHS to counties, tribes, non-profit agencies, and other local grantees.

  • Manage the ongoing operations and advocate for enhancements to the Department’s electronic Enterprise Grants Management System (EGMS).

  • Exercise supervisory authority so that applicable labor agreements and plans are equitably administered and employees within the unit effectively perform their assigned job duties to achieve the unit, section, division, and department goals and objectives.

  • Ensure the services the work unit provides meet the needs of department grant managers, programmatic fiscal staff, and grantees.

  • Participate in section and division planning and operations policy decisions.

  • Lead and/or participate in unit, division and department strategic and operational planning efforts involving the Enterprise Grants Management System (EGMS) or department grants and allocations.

Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee (e.g.ERG) - experience must include:

  • 1+ year of experience identifying issues, goals and strategic actions

  • 100+ hours per year time commitment

AND

Four (4) years of professional work experience demonstrating:

  • Knowledge and experience with federal financial reporting, reconciliation, and federal Uniform Guidance.

  • Knowledge and experience with grant financing, especially grant contracts and implementing rules related to how grants are funded.

  • Experience utilizing SWIFT or other accounting software.

  • Familiarity with Generally Accepted Accounting Principles (GAAP).

  • Ability to read, interpret, and apply state and federal statutes, laws, and regulations.

  • Ability to work cross functionally with other departments and divisions to ensure continuity.

  • Experience engaging end users of a process in identifying pain points and implementing improvements.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
