As the Health, Recovery & Programming Finance Director, you’ll provide le adership in implementation and sustainability of Medicaid billing and tracking of the agency’s1115 Reentry Waiver, including policy development, oversight of the billing services, and establishment of written protocols for claims processing to insure compliance with federal and state regulations. Furthermore, you’ll provide critical analysis of the Health, Recovery & Programming (HRP) unit budget and provides advice, guidance, planning and financial expertise to division Directors, Managers, HRP Administrators, and others regarding budgets, purchasing practices, salary and non-salary projections, cost analysis, inflation projections, and contract spending.
Minimum Qualifications
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Four (4) years of progressive finance experience including budget analysis anddeveloping and managing contracts.
Demonstrated leadership experience, which may include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g., ELI or SLI).
Preferred Qualifications
The following qualifications are strongly desired of applicants seeking consideration for this position:
An advanced degree in healthcare administration, public administration, business administration, accounting, finance, or a related field
Knowledge of the State of Minnesota's contracting processes.
Budget development experience with the State of Minnesota.
Knowledge of Medicaid billing processes.
Knowledge of correctional healthcare.
Physical Requirements

Additional Requirements
The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.
