Job Summary Minnesota Child Care is seeking a dynamic individual to play a pivotal role in driving economic growth within the sector through effective grant management and data administration. As part of our team, you will be instrumental in supporting child care economic development initiatives and special funds, coordinating with various agencies, and ensuring compliance with rules and policies. The Office of Child Care Community Partnerships, a newly created office within the Department of Employment and Economic Development (DEED), is dedicated to increasing the quantity of quality child care in Minnesota and improving accessibility for underserved communities and populations. The Office advocates for and promotes access to child care using an economic and workforce development approach, focusing on collaboration with employers, businesses, communities, and child care providers. Our goal is to connect these stakeholders to resources, expertise, and opportunities to invest in child care capacity in their communities. Qualifications Minimum Qualifications To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment. Two (2) years* of grant and/or contract management experience involving evaluating, administering, accounting for, training and/or monitoring of grant/grants proposals, grant agreements, or grant recipients for a grant making organization. *Bachelor's degree in Planning, Community and Economic Development, Political Science, Public Administration or other closely related field as determined by the agency can substitute one (1) year of experience; master's degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience. Applicants that meet the above minimum qualification will be further evaluated on the following: Knowledge of State and Federal laws, regulations and rules, policies, and procedures sufficient to make sound decisions regarding project financing feasibility and compliance. Working knowledge of generally accepted accounting principles (GAAP) sufficient to analyze municipal and non-profit financial statements, audits, forecasts, and budgets. Communication skills to effectively communicate with both public and private clientele. Ability to build and strengthen partnerships with diverse internal and external stakeholders. Data collection, analysis, or reporting program performance outcomes. Strong organizational skills with the ability to prioritize tasks, manage deadlines, and handle multiple responsibilities efficiently. Preferred Qualifications Bachelor's degree in Planning, Community and Economic Development, Political Science, Public Administration, or other closely related field as determined by the agency. Previous experience in managing program budgets, allocating resources efficiently, and ensuring financial accountability. Skill in project planning and operations sufficient to organize projects with others, establish goals and timetables, clarify mutual expectations and evaluate results.
