The Public Guardianship Policy Specialist will develop, implement, and oversee public guardianship and support decision-making policies on behalf of the Commissioner of the Department of Human Services (DHS). The role involves creating, refining, and adjusting the powers and duties assigned to the Commissioner of DHS and delegated to lead agencies, enabling them to act on the Commissioner's behalf. The incumbent will establish priorities, set target outcomes, and manage reporting in these policy areas.

In this strategic leadership role, responsibilities include:

  • Guide strategic planning

  • Monitor policy implementation

  • Provide informed recommendations

  • Foster statewide dialogue and consensus on effective strategies and tools that align with approved program goals

Regular reporting to senior leadership on divisional, statewide, and national initiatives and best practices will be a key aspect of this position.

Minimum Qualifications

3 years professional experience working in guardianship, supported decision making or Home and Community Based Services for people with disabilities. This experience must encompass:

  • Comprehensive understanding of laws and policies related to the Minnesota Uniform Guardianship and Protective Proceedings Act, the Public Guardianship for Adults with Developmental Disabilities Act, Americans with Disabilities Act, Individuals with Disabilities Education Act, Developmental Disabilities Assistance and Bill of Rights Act, and the Social Security Act

  • Experience restrictive alternatives in guardianship arrangements and due process rights

  • Direct involvement in the development and implementation of state laws and policies related to guardianship. Ability to interact effectively with legislators, legislative staff, and federal authorities

Bachelor’s Degree in in social work, public health, public policy, or human services may substitute for 1 year of experience

Preferred Qualifications

  • Ability to employ advanced creative problem-solving techniques to address a wide range of challenges and opportunities in the delivery of guardianship and guardianship alternatives

  • Proficiency in identifying short-term and long-term goals, planning strategically to meet those goals, and demonstrating analytical skills to anticipate consequences and respond effectively

  • Strong communication skills to engage with various partners, including county and tribal nation officials, contracted case management providers, legislators, court systems, attorneys, federal authorities, service recipients, their families, and advocates

  • Variety of experiences working effectively with others from different backgrounds and/or cultures
