This position is located at Central Office in St. Paul and has the flexibility to work a hybrid schedule or work in the office. If working a hybrid schedule, the incumbent will be required to report to the office at least once a week and make a telework arrangement with their supervisor.

As the Transportation Data & Analysis Program Manager, lead the Transportation Data & Analysis section of the Office of Transportation System Management (OTSM). This includes:

  • Administer and provide leadership for statewide mapping, Geographic Information Systems (GIS), roadway data, traffic data, traffic forecasting, truck weight data coordination, and route and control sections.

  • Ensure that MnDOT, counties, cities, Regional Development Commissions (RDCs), Metropolitan Planning Organizations (MPOs), the Federal Highway Administration (FHWA) and other partners have timely and reliable data and information for planning, operating, managing, allocating resources, and improving the transportation system.

  • Manage the department’s Linear Referencing System (LRS).

  • Collaborate with the Statewide Planning Manager and Statewide Travel Demand Modeling Manager to ensure that MnDOT’s core spatial data and traffic data systems align with and support agency decision-making, plans, and legislative requirements.

This position is part of the management team for the Office of Transportation System Management.

Infrequent travel within the state, once per quarter on average, may be required to attend stakeholder meetings.

Minimum Qualifications

Two years of managerial experience, OR three years of professional supervisory experience, OR four years of advanced professional level experience in GIS or traffic data collection and forecasting.

  • Technical: Experience in cartography, GIS, Linear Referencing Systems, and/or traffic data collection and forecasting methods; knowledge of the requirements, standards, guidelines and best practices; and experience using mathematical and statistical tools as well as spatial data.

  • Policymaking: Experience developing and implementing policies, rules, standards, and procedures.

  • Human relations: Experience supervising staff and establishing relationships with staff, stakeholders, and interest groups.

  • Fiscal Management: Experience managing large, complex budgets (e.g., multiple revenue streams, grants, revolving funds, legislative appropriations).

Preferred Qualifications

  • A degree in geography, urban planning, GIS, civil engineering, data science or related field.

  • Experience leading change initiatives involving both technology and process modernization.

  • Experience supervising technical staff
