POSITION: Human Resources Director

Qualifications and Education Requirements: 1. Demonstrated ability to make mature judgments; maintain confidential information and use tact and diplomacy when communicating with the public, vendors and District employees. 2. Ability to maintain efficient, accurate personnel records and prepare for changes as required by employment law in a timely manner. 3. Demonstrated proficiency in office managerial skills. 4. Ability to work independently, accurately and with confidentiality. Knowledge of procedures necessary to facilitate personnel matters including employment, salary, benefits and worker's compensation. 5. Experience with Colorado School Personnel requirements, familiar with Colorado School Laws. 6. Experience in and knowledge of Federal requirements for School Districts. 7. Prefer experience with and knowledge of Colorado Department of Education Data Pipeline reporting mechanism. 8. Degree with a major in Human Resources or Business Administration or equivalent certification preferred. 9. Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.

WAGE: Salary Range: $65646.00

DAYS/HOURS: Full time position - schedule to be arranged with employer

DUTIES: -Working closely with Superintendent to serve as Human Resources Director for all District staff by assuming responsibility for the effective and efficient operation of the personnel matters of the District. Ensure applicable laws and policies are applied consistently, equitably and fairly throughout the District. Essential Functions: Performance Responsibilities: -Perform a variety of duties requiring the exercise of considerable judgment and discretion and able to work positively and productively with others. -Maintain accurate, efficient and secure personnel files for all staff; ensure files are complete and in order. -Coordinate employment/salary information with payroll. -Maintain human resources database ensuring accurate, current information; provide reports as needed. -Assist with paperwork requirements to the Colorado Department of Education in completing Statement of Eligibility and Statement of Assurance of -Employment when the District hires teachers needing Alternative Teacher Licensure. -Manage online application and substitute systems and train appropriate staff in its use. -Gather, coordinate, prepare and submit data for statistical or confidential reports as may be requested by the Superintendent and/or as required for state and federal reporting including monthly report to Family Services Registry, annual HR report to CDE and EEO federal report in a timely manner. -Manage recruitment efforts; prepare and place employment ads as needed to the Sterling Workforce Center, print media, online services and District website. -Manage new employee intake, securing signed employment forms in timely manner and in compliance with law, where applicable. -Administer employee benefits, coordinating with appropriate vendors on behalf of staff and administration for health, vision, dental and life insurance benefits offered by District. -Coordinate Worker's Compensation benefits with appropriate vendor and District payroll as necessary. Ensure timely filing of first report of injury; complete all necessary correspondence for return to work documentation. Manage safety program to maintain best possible experience rating with insurer. -Represent District in routine unemployment hearings, providing accurate and complete information to vendor prior to hearing and giving accurate and complete information as testimony for District. -Maintain and process salary-related information, including preparation of contracts for certified staff, Notice of Assignments and Salary Change Notices for classified staff, Notice of Assignment for extra duty personnel and preparation of Continuation Notice for less than 12-month classified staff -Maintain salary schedules, preparing recommendations to and updating as directed by Board of Education and ensure schedules are applied consistently throughout District. -Create and maintain job descriptions. -Manage certified and classified substitutes. Ensure that substitutes have met all state and District requirements as necessary. -Provide longevity reports at the end of each school year. -Maintain employee evaluation information and reporting of data to CDE. -Accurately track and record certified personnel's post graduate college credits to make appropriate salary adjustments as outlined in Board policy. -Ensure certified staff license documentation is on file and current. -Maintain all employee Guidebooks, updating annually and distributing to staff. -Coordinate and oversee Photo ID badge system. -Attend Administrative Council and others meetings as directed by the Superintendent. -Attend training and meetings for Colorado School Personnel Administrators organization. -Coordinate work of the Building Safety Committee and coordinate Administration Center staff meetings. -Participate in annual negotiations process. -Participate in District Safety Committee. -Participate as ex-officio member of the Sick Leave Bank Committee. Ensure consistent application of program. Serve on Evaluation Council.
