Required Qualifications: (as evidenced by an attached resume)
Bachelor's Degree (foreign equivalent or higher). In lieu of a degree, a combination of education and directly related full-time experience totaling eight (8) years may be considered. Four [4] years of full-time professional experience with business analysis, and managing Oracle and SQL databases. Experience using relationship database management systems and SQL programming. Experience formulating programming code in two or more programming languages including an object-oriented language.

Preferred Qualifications:
Advanced Degree. Project management experience. Experience in installation, upgrade/migration, management, administration, backup, and recovery, maintaining and tuning of Oracle databases. Experience in Oracle Enterprise Manager (OEM) and RMAN. Experience working with budget processes.

Brief Description of Duties:
The Senior Programmer Analyst is responsible for managing, monitoring, and maintaining on-premise, cloud, and/or hybrid Oracle, SQL Databases and Linux servers supporting related functions of the University. They will work closely with departments to understand their requirements and assist in finding technology solutions that make operations more effective and efficient. The position will collaborate and lead colleagues to ensure reliable and effective delivery of computer applications to their clients. The incumbent will be responsible for establishing a collaborative environment in the team and ensuring effective communication to and among team members.

The successful incumbent will have to be able to communicate effectively with others, exercising organizational and time-management skills with attention to detail. Essential for this role is the adeptness to work independently as well as part of a team with a collaborative approach to problem-solving.

Essential Duties:

Install, design, configure and upgrade on-premise, cloud, and/or hybrid Oracle and SQL Databases for DoIT supported systems including PeopleSoft environment, which includes Finance, Campus Solutions and HR, Quest stat, and Learning Systems. Refresh test and development Enterprise Resource Planning PeopleSoft and Nolij databases from production. Install, design, configure, secure, monitor, and upgrade Aleph Library applications, Nolij, and OnBase applications that reside in Oracle Databases. Install, design, configure, secure, and monitor Oracle Databases for the LMS environment. Install, design, configure, tune, and upgrade databases which host RMS, R25, Judicial, and Pinnacle Applications. Plan procedures and guidelines to install/patch/configure various servers for different types of applications in the university environment. Evaluate and effectively communicate complex system problem identification and resolution. Provide technical leadership for application DBA's, developers and assist them with problem resolution; provide support for integration among PeopleSoft, Nolij, OnBase, Health Sciences applications, and other campus-wide various applications.

Manage and maintain the production and development on-premise, cloud, and/or hybrid Microsoft SQL Server instances and databases for university applications. Install, design, configure and monitor SQL instances and databases. Capacity planning, SQL analysis, schema revisions, security administration, and user account maintenance. Provide performance tuning of SQL queries. Assist in SQL Server upgrades and database migrations. Implement database backup, recovery, and replication procedures. Secure databases through access permissions, privileges, and firewalls. Setup database job automation and scheduling. Interact with application administrators and developers to provide SQL database support for application upgrades. Assist in troubleshooting and diagnosing SQL Server technical issues. Explore new products, developments, and trends in SQL Server database management. Develop documentation for policies and procedures.

Provide Unix and Linux OS Level Administration for Oracle Database servers and PeopleSoft Application servers. Provision of new Linux Oracle Database and PeopleSoft Application servers. Install applications on PeopleSoft Application servers that require Administrative rights such as Weblogic, Tuxedo, and Microfocus COBOL. Manage firewall access on Unix and Linux servers for Oracle Databases and PeopleSoft Applications. Provide hardware support and maintenance for Dell, HP, and SPARC servers. Create and manage user accounts and file permissions on Unix for university developers. Assist developers and vendors with data file transfers on Unix. Update SSL certificates on Unix.

Hybrid, cloud, and on-prem Linux Administrator and expert for primary campus Linux and database virtualization infrastructure. Provide reliable support for various hybrid, cloud, on-prem Oracle, SQL, Linux, and miscellaneous virtual appliances used by various groups. Continually architect a strategic plan for virtualization and server consolidation to help align university with its priorities; system Architecture and design hybrid, cloud, on-prem Oracle, SQL, Linux; product evaluation and selection along with networking for the different components of the virtual environment as well adapting to university networking changes. Secure the hybrid, cloud, on-prem Oracle, SQL, Linux virtual infrastructure so various groups can use the virtual resources based upon their need and technical level. Provide backup and restore VMS/files regularly and update and review disaster recovery and business continuity plans. Constantly invest time and effort in keeping up with the latest in the fast-paced virtualization field. Investigate and plan on Business continuity and DR strategy using cloud, containers etc.

Install and administer the storage environment that hosts Oracle Databases. Participate in all phases of storage engineering, including design, analysis, and modeling at a highly technical level; analyze complex computer system requirements to provide integration and implementation support. Evaluate and design storage environments for various applications including virtual environments for the campus. Analyze, design, test, document, and implement storage solutions for continuous data availability, integrity, storage, and protection. Oversee and implement storage system upgrade and optimization strategies. Develop, maintain, and manage standard operating procedures and configurations of the SAN/NAS environments. Provide reports on storage utilization and uptime of the storage arrays and servers attached to SAN. Conduct capacity planning reviews. Develop strategies to manage the frequency of appropriate support package/patch applications. Provide ongoing support to end-users in identifying difficult technical problems, and developing/documenting solutions, partnering with vendor support organization(s) as needed. Coordinate new servers and hardware support renewals for existing servers. Review and improve programs formulated by lower-level professional employees in this series, providing guidance and mentorship as needed.

Special Notes:
This is a full-time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.
