The primary purpose of this position is to responsible for planning work to be accomplished by subordinates, setting and adjusting priorities, and preparing schedules for completion of work related to satellite communications systems. Supervises subordinate military/civilian employees engaged in both current/future planning for space, satellite communications. Responsibilities Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Planning and management of all regional Satellite Communications (SATCOM) Systems for the DoD. Programs, budgets, manages, and obligates funds when needed in support of all operational requirements. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Telecommunications Series, 0391 and Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-3, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology; conducting or directing activities or assists higher levels on challenging and innovative program development with only general guidance on policy, resources and planning; developing solutions to highly complex problems requiring various disciplines; fostering the development of others by providing guidance or sharing expertise and directing assignments to encourage employee development and cross-functional growth to meet organizational needs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of telecommunication system management in order to conduct studies involving both long-range and shortrange plans involving the management aspect of satellite communications. 2. In-depth knowledge of satellite, network management, control, communications systems and their relationships to other telecommunications networks. 3. Ability to perform complex analytical work to include satellite communications functional analysis. Ability to perform trend analysis for SATCOM terminals and satellite segments and in operational evaluation, program management, planning, and execution functions for SATCOM programs. 4. Ability to negotiate resolution of complex budget and financial execution issues; interpret and apply fiscal policy and financial rules, regulations, and procedures. 5. Ability to executive complex projects and/or studies within established time constraint; communicate effectively orally and in writing; establish and maintain relationships with key individuals/groups within and outside immediate work unit including field-level representatives. 6. Ability to advise senior leaders, Program Element Monitors and field-level representatives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
