Job Summary and Qualifications

The Division Director of IT Operations oversees and manages effective operation of Information Technology in the Gulf Coast Division, based out of Houston, TX, and ensures strategic and operational alignment with HCA enterprise IT&S goals and objectives. Serves as a key member of the leadership team for division IT&S and works effectively with all IT Directors, Division Directors and facility and division executive management.

The DOO will be an integral link between enterprise HCA IT&S and the end user to enhance the use and effectiveness of its products and services.

Supervises: Roles may include and are not limited to Project Manager, Director of Information Security Operations, Director of Client Support Services, Facility IT Director

Duties Include and Are Not Limited To:

IT Operations Management :

Overall IT Operations Management, Service Level Management, Resource Management, Processes & Standards Implementation, Compliance Management, Incident Management, Financial Management, Technical Management, Information Security Management.

  • Oversee and manage daily operation in accordance with IT standards and policies

  • Assists in development, maintenance, and oversight of annual operating and capital budgets for division IT operations.

  • Manages local IT environment according to negotiated and established service level agreements and in accordance with enterprise standards and guidelines

  • Responsible for vendor management to include negotiation of division-specific IT contracts, mediation of contractual disputes, and amendments to core agreements

  • Approves and manages invoices prior to handoff to Financial Analyst for payment

  • Identifies and coordinates resolution of IT issues through problem management within the division

  • Assists in development and maintenance of an appropriate organizational structure and staffing capable of supporting the business and operational needs of the facilities within the division

Strategic Business/ IT Alignment & Planning:

  • Assists in development, coordination, guidance, and execution of IT systems’ strategic and operational plans in alignment with HCA enterprise business and IT strategy.

  • Participates proactively with division and facility management to optimize the use of information technology in support of clinical/patient-focused mission and business strategies

  • Assists in defining and managing division success criteria

  • Fosters utilization of HCA standard solutions and helps ensure that division solutions and initiatives are not in conflict with HCA enterprise solutions, processes, standards, and policies

Relationship Management & Communication:

Facility Leadership, Facility Department Directors & Managers, Facility IT Users, Facility IT Staff, Physicians, Vendors, SSC, OSG, Supply Chain, Division IT Groups

  • Builds positive relationships with facility leadership and other division leaders as dictated by the business organizational structure and represents IT&S on appropriate business committees

  • Communicates successes, challenges, opportunities, trends, and lessons regarding the division to Division CIO

  • Cascades information to Zone & Market business & IT leadership

  • Serves as Co-Ethics and Compliance Officer HCA-IT&S, Inc.

Project Portfolio & Project Implementation Management:

  • Leads scheduling and implementation of HCA enterprise IT initiatives

  • Responsible for tracking all IT project initiatives

  • Communicates, develops, and leads IT governance processes & practices Process Engineering: Improvement of Workflow through Technology, Utilization of Technology

  • Ensures enterprise IT systems operate according to internal standards, external accrediting agency standards, and legal requirements.

  • Enforces policy and procedures to ensure the protection of enterprise IT assets and the integrity, security, and privacy of information.

  • Oversees development and maintenance of a division-wide disaster recovery plan • Identifies and assists in the development and implementation of division initiatives improving cost effectiveness, healthcare service quality, and business development opportunities

  • Lead the adoption of Lean/Six Sigma principles in the Division.

  • Oversee the implementation and use of a measurement and reporting system that monitors appropriate metrics that leads to product/service delivery, quality improvements, and MOR review.

Staff Development:

  • Staffing and Recruiting, Career Development, Mentoring and Coaching, Succession Planning, Performance Management

  • Actively involved in Human Resources recruitment, performance evaluations, and management of IT division staff

  • Ensures appropriate training and development programs are utilized to attract, retain, and develop personnel required to support IT services

  • Participates in Division IT&S succession planning activities with CIO Knowledge, Skills, and Abilities

Required:

  • Knowledge of organizational policies, procedures, systems and objectives

  • Knowledge of fiscal management techniques

  • Knowledge of health care administration systems

  • Knowledge of governmental regulations and compliance requirements

  • Knowledge of computer systems and applications

  • Skill in planning, organizing and supervising • Skill in exercising initiative, judgment, problem solving, decision-making

  • Skill in developing and maintaining effective relationships with medical and administrative staff, patients and the public

  • Skill in developing comprehensive reports

  • Ability to analyze and interpret complex data

  • Ability to research and prepare comprehensive reports

  • Possesses strong written, verbal, and presentation skills

  • Strong leadership skills, personal drive, and ability to see projects through to execution in a matrixed environment

  • Strong understanding of HCA products and services

  • Strong analytical skills in budgeting, planning and policy maintenance and development

  • Advanced reasoning, math, and language skills

  • Ability to communicate effectively at an executive level

Education:

  • Bachelor’s degree required, and Advanced degree desired. Preferred:

  • Degree in Health, Business Administration or a related field. HCA-IT&S, Inc.

Experience:

  • 5-10 years experience with direct leadership responsibility, with 10 to 15 years IT experience, and 5 to 10 years in managerial capacity.
