SOUTHWESTERN NC PLANNING & ECONOMIC DEVELOPMENT COMMISSION NDWG Project Manager in Sylva, North Carolina

The Southwestern Commission is the regional Council of Government that serves the seven western-most counties of North Carolina, the 17 municipalities therein, and the Eastern Band of Cherokee Indians.

The Case Manager is responsible for providing services to individuals through the Workforce Innovation and Opportunity Act (WIOA) Adult and Dislocated Worker programs as well as employment services to customers at the NCWorks Career Center. Services include performing program intakes, interviews and assessments, eligibility verification, case management and progress monitoring. This position will also coordinate supportive services and conduct follow-up to ensure that necessary supports are in place. The target goal for customers served is employment at or above the self-sufficiency wage with job retention tracked for at least one year after exiting the program.

Essential Functions:

  • Interview and assess customer needs, job skills, education, knowledge, and abilities, register applicants as appropriate and interview clients for job assistance or training within a case management structure.
  • Provide instructions and assistance to customers utilizing services, systems and information available in the Resource Room, along with other related computer data and programs.
  • Provide job placement assistance, refers customers to job openings, training opportunities, and other employment-related services as appropriate.
  • Provide information to potential WIOA customers and verify eligibility for WIOA services.
  • Perform work and record activities and customer information in the current database system.
  • Develop and track employment plans and provide case management for clients enrolled in training.
  • Coordinate supportive services such as transportation.
  • Conduct follow-up with clients and supportive services providers.
  • Monitor client progress through appropriate activities.
  • Take timely action when client circumstances preclude achievement of goal.
  • Prepare, submit and monitor case management documentation throughout the duration of client participation in the program, ensuring that data is entered into the system in a timely manner.
  • Work closely with other staff to ensure clients' employment goals are met.
  • Perform other related duties as required in an integrated service delivery system.

Knowledge, Skills and Abilities:

  • Knowledge of the principles and techniques of effective communication and the ability to communicate clearly and effectively in individual and group settings, both verbally and in writing.
  • Knowledge of the methods of data collection.
  • Knowledge of the principles and techniques of effective customer service and the ability to provide excellent customer service.
  • Knowledge of Microsoft Office required.

  • Ability to understand and apply applicable rules, regulations, policies, and procedures.
  • Ability to conduct effective interviews.
  • Ability to deal with the public in a tactful, courteous, and effective manner.

Qualifications and Requirements:

Bachelor's degree preferred with 1-year previous responsible work experience in human services, human resources, business (finance, marketing, customer service), workforce development, education or equivalent education and experience.

M st be proficient in Microsoft Office with ability to perform basic word processing and data entry.

Must have excellent verbal and written communication skills, demonstrated customer service skills, and familiarity with the communities being served, with knowledge and understanding of local needs and resources.
