Parsons Corporation QA/QC Manager Water Transmission in Tabouk, Saudi Arabia

Job Description:

Parsons is looking for an amazingly talented QA/QC Manager Water Transmission for upcoming potential opportunity in Northwest Saudi Arabia. We are in the process of building a world-class team that will deliver multiple key infrastructure projects within the scope of this PMC, including roads, highways, interchanges, bridges, tunnels, water infrastructure, special projects assets, and PPP residential accommodation camps. In this role you will provide direction and management for development, design and construction phases of large projects or programs to assure on-schedule completion within or below budget and in accordance with contractual obligations.

In this role, you will manage the Quality Assurance and Quality Control Management Audits for infrastructure projects within the overall program. Receives operational supervision and functional guidance from the QA/QC Director. Provides technical and operational guidance to QA/QC Engineers. Makes contact with all departments to audit Quality Control policies and procedures.

What You'll Be Doing:

  • Conducts the quality assurance management audit of all departments.

  • Develops and recommends for management approval procedures and instructions defining responsibilities and functions of quality assurance within the company. Directs the implementation and administration of the quality assurance program policies.

  • Designs and conducts appropriate QA / QC Management Audits to assess content, compliance and effectiveness of quality programs.

  • Schedules QA / QC Management Audits, coordinating with departments and other applicable organizations involved in quality programs.

  • If required, organizes quality assurance audit teams staffing with qualified personnel including audit team leaders, auditors, and technical specialists as appropriate to maximize the effectiveness of the teams in identifying quality problems.

  • Assures accurate and representative audit report is prepared and issued, including need for corrective action and schedule appropriate audit results. Evaluates recommended corrective actions to ensure adequacy and to avoid excessive or unnecessary actions. Follows up and evaluates corrective actions taken to resolve deficiencies detected during audit including concurrence and closeout based on verification and effectiveness of actions.

  • Prepares periodic reports for approval of the Operations Manager relative to the effectiveness of audited quality programs and advises of any problems requiring special attention.

  • Provides on-the-job training for Quality Assurance and/or Quality Control Engineers.

  • Prepares long range planning for the approval of the Operations Manager to ensure availability of qualified personnel and facilities in the Management Audits.

  • Conducts periodic staff meetings to monitor progress and status of quality assurance activities.

  • Assures that QA/QC outstanding corrective actions status is reported to the Operations Manager.

  • Completes other responsibilities associated with this position as may be appropriate.

What Required Skills You'll Bring:

  • Bachelor's Degree in Engineering, Business or Quality discipline or related field (or equivalent work experience) and typically 20+ years of related work experience in the field of Quality, including 10+ years experience in a management capacity.

  • Requires proven experience in directing and implementing quality management systems and standards specified by ISO 9000, ASME, ANSI, ASTM and similar organizations.

  • Lead Auditor Certification (ISO 9001 or equal) or ASQ certification (CMQ/CQE). Active membership in a nationally-recognized Quality organization

What Desired Skills You'll Bring:

  • Professional Engineer registration or Chartered Engineer. Other related certifications may include, but are not limited to: Building Inspector, NQA-1 (nuclear auditor), NDT (ASNT), Welding Inspector (AWS), DOT.

  • Prior experience working on major infrastructure, drainage, water Transmission lines , utilities projects essential.

  • Strong leadership and management skills, excellent written and verbal communication, strong analytical, problem solving, and risk assessment skills. Requires the ability to communicate clearly, conduct presentations (including public presentations) to management, clients, and customers, and interface effectively with a diverse group of professionals. Strong interpersonal skills to work with other departments in a tactful and effective manner. Strong attention to detail.

  • Ability to direct and manage team members with day to day activities as well as special projects to assure timely completion.

  • Requires extensive knowledge of Quality Management practices, processes and current technology. Strong working knowledge of ISO Quality Management Systems Standards.

  • Possesses computer proficiency with working knowledge of Microsoft Office Products, including Word, Excel, Power Point, Access and Visio. Project Planning skills are essential.
