Overview:

The Florida Gaming Control Commission (“FGCC”) is a five-member commission appointed by the Governor. The FGCC is charged with investigating and enforcing Florida pari-mutuel and gaming statutes and rules.

Position Duties & Responsibilities:

FGCC is seeking a dynamic Accounting Services Analyst to serve under the Chief of Financial Support Services. The Accounting Service Analyst duties are as follows:

  • Performs various financial reporting and reconciliation activities during the year such as, but not limited to, reconciling FLAIR, reconciling cash receipts and disbursements to Central Accounting cash receipts and disbursements, reconciling property, reconciling and confirming interfund and interagency transaction balances, monitoring the Trial Balance, and preparing the revolving fund quarterly reports.

  • Manages a federal trust fund.

  • Assists with the completion of the agency's monthly and fiscal year-end closing process.

  • Executes timely and appropriate corrective action to clear errors and reconciliation issues.

  • Analyzes and interprets financial data to ensure compliance with requirements.

  • Conducts financial audits, operational audits, performance audits, or other engagements, including, but not limited to, the review and evaluation of accounting systems and internal controls, the analysis and reconciliation of accounts, journals, and ledgers, the performing of necessary testing and other related procedures.

  • Assists with collaboration, planning and execution of the Florida Palm Project.

  • Determines extent of compliance with applicable law, established policies, plans, and procedures.

  • Assists in the preparation of reports recommending improvements in accounting methods, information systems, program operations, and internal and other management controls.

  • Prepares recommendations for reporting suggested changes to statutory and budgetary requirements.

  • Works as the lead analyst in the preparation of the annual financial forms and supporting scheduled for the Comprehensive Annual Financial Reporting requirements.

  • Acts as the liaison with other agencies to resolve any financial statement issues.

  • Assists the Chief of Financial Support Services in the implementation of new GASB standards.

  • Sets up and maintains the FLAIR accounting codes.

  • Evaluates, analyzes, and determines appropriate FLAIR codes for effective and accurate reporting.

  • Serves in various ad hoc analysis and reporting roles such as FLAIR accounting data, preparation for and implementation of the agency's transition to Florida PALM.

  • Assists with the preparation of other financial or special reports as needed.

  • Performs other related duties as required, including special projects assigned by the Chief of Financial Support Services, Director of Administration, or Executive Director.

    Knowledge, Skills & Abilities:

  • Extensive knowledge of FLAIR transactions.

  • Knowledge and proven abilities of accounting principles, practices, and procedures.

  • Knowledge of the methods of data collection.

  • Ability to prepare and maintain a variety of accounting records.

  • Ability to analyze and interpret accounting data.

  • Ability to create and utilize existing spreadsheet applications with thorough knowledge and proficiency in Excel.

  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to an accounting program.

  • Ability to plan, organize and coordinate work assignments.

  • Ability to communicate effectively.

  • Ability to establish and maintain effective working relationships with others.

  • Ability to work independently yet cohesively within the section to maintain internal control measures.

  • Ability to utilize problem-solving techniques.

    Minimum Requirements:

  • Five (5) years of accounting and financial statements experience; OR

  • A bachelor’s degree or higher from an accredited college or university in accounting, or business major and 24 semester hours of accounting coursework. A bachelor's degree may substitute for four (4) years of the required experience.

    Preferred Qualifications:

  • Three (3) or more years of experience preparing governmental financial statements.

  • Bachelor’s degree in Accounting, Auditing, Financial Management or related discipline.
