    DUTIES AND RESPONSIBILITIES:

    This position is responsible for contract management activities within the Senior Community Service Employment Program (SCSEP) unit. This is a professional position that requires knowledge of Title V of the Older Americans Act, and corresponding Federal Regulations, Data Collection Handbooks, Training and Guidance Letters, and other program documents. The incumbent shall have good communication skills, strong analytical skills, and the ability to conduct independent evaluations of financial records. In addition, the following duties must be performed:

  • Serves as the lead contract manager for designated contractor(s) by having a strong working knowledge of SCSEP programmatic and budgetary expectations. Maintains accurate and up-to-date contract files and provides written and verbal technical assistance. Provides training to contractor(s) and assist with internal SCSEP staff. Provides written and verbal technical assistance to program participants, sub-grantees, employers, and other interested parties in a timely manner. Florida Certified Contract Manager certification is required for this position.

  • Review monthly performance, quarterly progress reports, management reports, data quality reports, and expenditure reports to assess achievement levels, information quality, and fund utilization efficiency within SCSEP's national data collection system by sub-grantee. Monitor sub-grantee's progress in meeting performance goals, providing guidance and technical assistance as needed, and collaborate with the SCSEP State Director to track surplus and deficit positions of contractors.

  • Facilitates and conducts Quality Assurance and Data Validation reviews, either on-site or via desk review, for contractor(s). Prepares detailed monitoring reports, which contain clearly stated observations, technical assistance provided, findings or areas of non-compliance, and required corrective actions. Follows up with contractor(s) on any corrective action plans.

  • Conducts visits to Host Agencies to evaluate the site. Conducts interviews (in-person, over the phone, or via email) with Host Agency supervisors to ensure participants are receiving necessary training and to discuss the contractor(s)’s programmatic management. Interview participants (in-person, over the phone, or via email) to evaluate their Community Service Assignment and their progress in the SCSEP.

  • Prepares and delivers presentations to various groups at workshops, conferences, and other venues. Participates in SCSEP, Elder Opportunities, and Department events to promote employing older workers. Provides presentations regarding the SCSEP, as requested.

  • Maintain up-to-date knowledge of federal and state laws and rules pertaining to the oversight of the SCSEP and contract management.

  • Identify opportunities to promote accountability, transparency, and operational efficiencies that support SCSEP’s goals.

  • Assist with developing best practices to reach SCSEP’s goals and priorities.

  • Effectively communicates with program participants, subgrantees, and stakeholders who primarily speak Spanish, ensuring inclusivity and understanding among all parties involved in the SCSEP program, including areas with a majority Spanish-speaking population.

  • Manages contract activities in the largest SCSEP areas in the state of Florida, both geographically and by population size, overseeing a jurisdiction that surpasses those of other positions within the program, ensuring efficient program implementation and adherence to federal regulations and guidelines.

  • Research, coordinate, and facilitate training opportunities for SCSEP participants through community partnerships, including collaborations with educational institutions such as schools or colleges for computer literacy programs, as well as procuring specialized training tailored to individual participant needs.

  • Serve as the primary point of contact for all matters in the absence of the SCSEP State Director, ensuring continuity of operations and effective communication with stakeholders, sub-grantees, and program participants.

    KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

  • The ability to work independently and communicate effectively, verbally and in writing.

  • The ability to work as a team player.

  • Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, Internet Explorer (or other internet browsers), and related applications.

  • Capable of using basic office equipment, such as copier and fax machine.

  • The ability to work with budgets, track grant expenditures, and knowledge of state government correspondence formats and procedures.

  • Knowledge of federal and state laws, including policies, procedures, and rules pertaining to the management, administration, and monitoring of contracts.
