Your Specific Responsibilities :

This is a highly responsible, professional position within the Correctional Medical Authority (CMA) . The CMA oversees the delivery of cost-effective health care within Florida's correctional institutions that meets accepted community standards of care.

The incumbent in this position reports directly to the program manager and is responsible for performing program functions as they relate to the survey process. Specific duties include assisting with planning and preparing for institutional surveys, overseeing follow-up survey activities that include data compilation and analysis, report writing, and initiating follow-up corrective action plan (CAP) development and monitoring. The duties and responsibilities of this position are performed independently with minimal supervision.

  • Reviews pre-survey documentation and accesses reports from Florida Department of Corrections (FDC) electronic medical record to determine the appropriate type and number of needed clinical records. Utilizing institutional logs and OBIS records, compiles a list of requested records and required interviews. Provides administrative assistants with a list of requested records for each survey team contactor. Ensures that the list is submitted in a timely manner that allows administrative assistants sufficient time to assemble survey instruments and materials.

  • Leads or assists with surveys of FDC's physical and mental health care systems when needed. Provides support and technical assistance to survey team contractors. Liaises with FDC and contracted health care provider staff while on-site. Provides technical instructions to contractors and reviews of contractor's findings. Post survey, compiles and analyzes survey data, drafts preliminary survey report and presents findings to institutional staff for review and comment, and responds to institutional staffs' questions and comments. Collaborates with program manager and senior health data analyst to determine appropriate recommendations for corrective action and drafts final survey report.

  • Assists program manager with the coordination of the CMA's CAP assessment process and associated activities. Reviews proposed CAP plans and provides feedback and technical assistance, as needed. Conducts CAP assessments to monitor progress toward correcting identified survey deficiencies . Consults with program manager and senior health analyst regarding CAP assessment findings and drafts CAP report indicating whether there is evidence of adequate and sustainable improvements that warrant the closure of CAP findings.

  • Works collaboratively with program manager, senior health analyst and administrative staff to assess survey staffing needs, develop staffing plan, and to coordinate travel arrangements. Contacts and confirms contractor availability and updates staffing plan to indicate confirmed contractors. Provides routine updates to senior health analyst regarding the status of survey staffing and emerging issues that require a higher level of review.

  • Researches, drafts and evaluates internal/external reports and documents that include, but is not limited to, standard operating procedures, training manuals, technical instructions, data summaries, annual reports, and institutional survey and corrective action plan assessment reports.

  • Assists with the coordination of the CMA's oversight of FDC's Health Services Quality Management (QM) Program. Assists with board meeting preparation. Prepares board and QM meeting minutes for executive director approval.

  • Coordinates the development of the CMA Annual Report and Annual Report on Aging Inmates; ensuring the reports objectively and accurately reflect CMA activities for the reporting period.

  • Assists with special projects and performs other duties, as assigned.

    Required Knowledge, Skills, and Abilities:

  • Experience with health care delivery systems

  • Ability to work effectively with a wide variety of medical, correctional, administrative, and service personnel, and inmate populations.

  • Ability to effectively use computer applications such as spreadsheets, word processing, calendar, email and database software in performing work requirements.

  • Ability to read, write, speak, comprehend, and communicate sufficiently to perform essential duties.

  • Ability to write professional reports with minimal supervision and without substantive editing.

  • The candidate should have strong organizational skills.

  • Ability to maintain confidentiality and adhere to laws surrounding the protection of private health information.

  • The ability to work collaboratively and with integrity.

    Qualifications :

    Minimum- Must be able to pass a level II background check.

    Preferred - Relevant fou r -year degree and professional licensure in a health ca r e r e l ated field.

    A four-year degree in health care or related field, or a four-year degree in a non-health care related field with at least two years of experience in a health care or correctional setting
