Position Summary
This Senior Counsel position will have significant experience and maturity and work under the direction of a Deputy General Counsel on defined legal problems or legal problems lacking clear precedent which require the application of specialized expertise and business acumen in Florida. Primary duties include work on Florida Public Service Commission (FPSC) matters, including support for a multitude of regulatory filings, and provision of legal advice regarding the day-to-day functions of the company. Works on non-routine matters which require a broad and thorough understanding of the Company’s business and industry.
Perform complex assignments, using legal research, analytical and writing skills
Provide legal advice to management regarding matters of some complexity which may have a material dollar impact on business operations
Research legal principles and precedents, consult with outside counsel, draft and execute legal documents, and gather relevant case information using multiple sources and methods
Handles FPSC litigation matters and conducts hearings including presentation of witnesses and cross examination
Coordinates and collaborates on regulatory matters that have various areas of overlap within the business
Advice and counsel on compliance matters relevant to regulatory matters
Oversee and manage routine regulatory reporting and compliance filings
Responsibilities
Provides counsel to electric management and represents the company in administrative litigation in regulatory proceedings involving services, pricing, rates, customers service matters, transmission, distribution and generation planning, fuel procurement and system operations, tariffs, territorial agreements, compliance matters, renewable energy, regulatory accounting, storm cost recovery, and other federal and state law compliance matters which require quick study and a willingness to learn the regulated energy industry.
Responsible for regulatory proceedings, the defense or prosecution of Appellate Cases as assigned and numerous rulemakings, interventions in other related matters.
Represents the company in regulatory matters such as rate cases, storm cost recovery proceedings, rulemakings, clause proceedings, electric supply matters and appellate cases requiring specialized expertise in state regulatory proceedings and a thorough understanding of the regulatory concerns facing the company in order to negotiate the best possible terms for the company’s business and its customers
Working Conditions
- It is expected and preferred that this position be based in Tallahassee, FL with occasional travel to St. Petersburg. However, there is an option for this position to be located in St. Petersburg, FL, for a candidate that possesses the ability to travel to and from Tallahassee, FL, frequently.
Required/Basic Qualifications
Doctor of Jurisprudence degree (JD) from an accredited law school
Licensed to practice law in Florida or eligible for comity
Five (5) years minimum experience practicing law
Desired Qualifications
Florida regulatory/agency experience
Litigation experience
Experience in interacting with multiple stakeholders/collaborative groups in reaching multi-party resolutions
Demonstrated ability to work independently and with a group of people for long hours under deadline pressures
Broad, in-depth knowledge and experience in the energy industry
Knowledge of Duke Energy and its various business operations
Proven communication and interpersonal skills
Sound judgment and decision-making skills
Ability to collaborate as an effective member of the team
Excellent work product and attention to detail
Proven effective legal research and writing skills
Ability to hit the ground running
