DESCRIPTION

The incumbent in this position will assist Department program areas to identify, define, enhance, and shape technology solutions that will maximize value delivered for both Department stakeholders and the children and families they serve. This scope of work includes defining strategy with proposed and existing technology solutions, informing the needed technology and enhanced technology to support, and defining goals and requirements for programs and projects or supporting continuous improvement in implemented technology, processes, and customer service. Type of analysis to include business value/benefit(s) realization, fit-gap analysis, defect and enhancement (backlog) management and customer service processes and improvements.

This position functions as a Systems Project Analyst working directly for the Senior Management Analyst II (SES) FTE within the Office of Information Technology Services (OITS). This position serves as a business, compliance, service, and technical analyst that supports technology projects directed by the Director of Information Technology for Family and Community Services.

This position works with customers, stakeholders, contracted partners, and peer teams and agencies to ensure compliance to business and technical requirements through the application of various types of analysis, quality assurance, continuous quality improvement, and customer service methodologies. The incumbent achieves operational objectives by guiding and supporting quality and customer-service standards and needs, resolving identified gaps and problems, determining needed improvements in existing technology, and implementing change through the application of enhanced technology.

EXAMPLES OF WORK PERFORMED

  • Serve as a liaison between the DCF OITS FCS Application Division and Department programs to gather, document, and secure business owner approval on requirements for proposed and new technology solutions and/or changes to current systems and applications.

  • Serve as a liaison between the DCF OITS FCS Application Division and Department programs to evaluate, organize and recommend enhancement and defect (backlog) requirements and prioritization.

  • Work directly with technology users to troubleshoot and resolve user application issues.

  • Participate in post-implementation quality assurance, issue triage, issue resolution, and production support.

  • Works directly with the FCS Director and Deputy Director to improve service to the Department programs and end users experiencing challenges using implemented systems and applications.

  • Works in conjunction with in-house and third-party technical staff in the development of design specifications and testing plans.

  • Develops test cases and coordinates system and user acceptance testing with IT developers and business teams.

  • Ensures that entries into the defect and change management tracking system(s) are well written, complete, and up to date.

  • Ensures that service tickets are addressed timely and accurately.

  • Coordinates and validates production deployments.

  • Prepares or assists in the preparation of user documentation or instructions. Conduct training or provide materials for training of staff relative to systems.

  • Ensures that system documentation is kept up to date including best practice guides, knowledge banks and process charts.

  • Other - Perform other duties as required.

MINIMUM QUALIFICATIONS

  • A minimum of 1 year of experience utilizing Azure DevOps (ADO).

  • A minimum of 1 year of experience in software application lifecycle management.

  • A minimum of 2 years of experience in process monitoring/management.

  • A minimum of 1 year experience in technical writing.

  • A minimum of 2 years of experience in a position supporting or engaged in health and human services.

  • A minimum of 1 year of experience in providing customer service, technical assistance, training, etc.

  • Ability and willingness to work a flexible work schedule, which may include working in the evenings, weekends and or holidays.

    PREFERENCES

  • A bachelor’s degree (or higher) in an appropriate field

  • 2 or more years of experience in the Information Technology field.

  • 2 or more years of experience working in child or adult protective investigations, or child welfare case management.

  • 1 year experience in managing system/application User Acceptance Testing (UAT).

  • 1 year of experience in proficiently using a current Department business system/application that includes Florida Safe Families Network (FSFN), APS SAFE, and Florida Comprehensive Child Welfare Information System (Fl CCWIS).

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (KSA's)

  • Knowledge of techniques of systems analysis and design

  • Knowledge of Software Development Lifecycle Application

  • Knowledge of flowcharting techniques

  • Knowledge of operations, procedures, and systems

  • Skills in use of desktop software; Skilled at writing documentation and user manuals

  • Ability to process information logically

  • Ability to analyze and interpret data

  • Ability to identify and define business needs

  • Ability to prepare business requirements and functional specifications

  • Ability to plan, organize and coordinate work assignments

  • Ability to communicate technical information effectively

  • Ability to establish and maintain effective working relationships with others
