Program Background

The Critical Infrastructure Digitalization and Resilience (CIDR) Program is a five-year regional program implemented by DAI for the U.S. Agency for International Development (USAID)’s Bureau for Europe and Eurasia. CIDR assists partner governments and in-country organizations to work with key stakeholders and experts to assess cybersecurity gaps and priorities, make recommendations, and map courses of action to improve the cybersecurity of critical infrastructure and key institutions.

CIDR operates in the Western Balkans, Black Sea Region, and South Caucasus, where countries in recent years have come under more diverse and complex cyberattacks. CIDR is currently working in Albania, Georgia, Kosovo, Moldova, North Macedonia, and Serbia. The program aims to accelerate cybersecurity workforce development, to empower organizations to identify and address cybersecurity threats, to strengthen cybersecurity governance and to facilitate the sharing of threat information.

OBJECTIVES (SCOPE)

The CIDR/Georgia is holding a workshop aimed at raising awareness of the critical importance of cybersecurity in the banking sector, sharing best international practices and fostering cooperation among key stakeholders to enhance their cyber resilience.

This position's objective is to share the best international practices and knowledge in cybersecurity specifically tailored for banks operating in Georgia during the workshop organized by the CIDR program.

The consultant will collaborate closely with the program team and key stakeholders to design and deliver the presentation and relevant materials for the representatives of the banking sector.

The consultant will play a crucial role in enhancing the knowledge and experience of the financial sector cybersecurity representatives and fostering cooperation among the banks and other key stakeholders.

TASKS (PERFORMANCE REQUIREMENTS)

  1. Develop a presentation and relevant materials on cybersecurity best practices for the workshop including the cases/examples showing the importance of addressing cybersecurity with the required effort and diligence within the financial institution following international standards and best practices as well as the importance of cooperation within the sector stakeholders. The presentation can cover a range of topics including threat landscape, risk management, incident response, collaboration and information sharing, and implications of emerging technologies such as cloud computing, AI. The presentation should be developed in consultation with the program team and the relevant stakeholders.

  2. Deliver a presentation on cybersecurity during the workshop, foster collaboration among participants through discussions, and provide a report with recommendations for actions to be undertaken.

  3. Provide post-workshop support through follow-up consultations, resource sharing or access to additional materials, if required.

DELIVERABLES

  • Deliverable One: PowerPoint presentation for the event.

  • Required Delivery Date: The date depends on when the workshop takes place. The presentation needs to be submitted at least 3 days before the event planned to be held in April 2024.

  • Deliverable two: Activity report with the summary of discussion and the recommendations on further steps for the CIDR Program.

  • Required Delivery Date: 4 working days after completion of the event.

  • Deliverable three: One-pager report on post workshop support, if such support is provided to participants of the workshop.

  • Required Delivery Date: 4 working days after provision of support.

Qualification

  • University degree in information technology, engineering, and cybersecurity or related field.

  • Minimum 10 years of experience working in the cybersecurity field.

  • Working experience with the banking sector on cybersecurity.

  • Expertise in key cybersecurity and critical information infrastructure protection concepts, policies, and standards (such as ISO27001, ISO22301, ISO27005, NIST CSF, CIS Controls).

  • Experience delivering cybersecurity related presentations, speeches, at least three similar assignments during the last three years.

  • ICT- and/or cybersecurity-related certifications or training. (CISSP, CISM, CISA, CEH)

  • Excellent English skills, verbal and written.

  • Excellent presentation skills in English.

  • Strong analytical and report writing skills, with the ability to provide actionable recommendations.
