Project Background

Justicia Efectiva supports the criminal justice system in Honduras to combat the impunity, criminality, and corruption that drive many Hondurans to migrate irregularly each year. Justicia Efectiva simultaneously strengthens institutions’ capacity to deliver effective and accessible services while bolstering civil society oversight and advocacy, fostering an independent and people-centered criminal justice system. To achieve this, Justicia Efectiva follows a comprehensive approach to improve access to justice, enhance the effectiveness of the criminal justice system, and build trust in public institutions through the following four strategic themes:

· Strategic Criminal Prosecution: Improving government resource allocation and mobilizing actors to optimize the reporting, investigation, and prosecution of priority crimes that impact people’s daily lives.

· People Centered Justice: Transforming institutions to respond to citizens’ demands and improve vulnerable people’s justice journeys through data-driven, participatory, inclusive, and locally-led practices.

· Local Justice Systems: Improving the capacity of local justice operators and enabling agile multi-sectoral and interinstitutional coordination to reduce barriers and costs to accessing justice.

· Open Justice: Strengthening the transparency of the criminal justice system, enabling greater oversight of government institutions, and promoting increased citizen trust.

Through these lines of action, Justicia Efectiva helps to bolster democracy and the rule of law in Honduras and address the justice needs afflicting of vulnerable groups to rebuild the social contract between the government and its people.

Position Description

The Criminal Justice Coordinator (CJC) will provide technical support to the Activity's criminal justice activities. The CJC will be directly responsible for the Activity's support for criminal justice institutions, including the Attorney General's Office, the Public Defender's Office, the judiciary, and the police. S/he will assess the need for new sectoral and institutional mechanisms to augment and oversee state criminal justice services to combat impunity, criminality, and corruption, and potentially develop and support these mechanisms as appropriate. S/he will provide a strategic vision at the implementation level to strengthen the effectiveness of criminal justice institutions and improve access to equitable justice services by state and non-state actors.

Key Duties and Responsibilities

· Ensures implementation aligns with USAID priorities and contributes toward the achievement of the Activity’s criminal justice activities.

· Ensures high technical quality, innovation, and impact of criminal justice system interventions.

· Works directly with prosecutor offices to assist in carrying out effectiveinvestigations andprosecutions.

· Contribute with planning and implementation of the Activity Task Orders and Work Plans under the supervision of the COP.

· Contribute to Activity’s support for criminal justice institutions, including the Attorney General's Office, the Public Defender's Office, the judiciary, and the police.

· Assess the need for new sectoral and institutional mechanisms to augment and oversee state criminal justice services to combat impunity, criminality, and corruption, and potentially develop and support these mechanisms as appropriate.

· Strengthen the effectiveness of criminal justice institutions to combat impunity, criminality, and corruption.

· Strengthen citizens' confidence in their criminal justice by increasing equitable and citizen-centric access to it and by enhancing the sector's effectiveness, responsiveness and transparency/accountability to citizen-identified justice needs.

· Work withtechnical regionalteams, ensuring coordination across the target municipalities, tracking implementation against work plans, and monitoring progress in achievement of targets and facilitating capacity building asnecessary.

· Identify technical implementation bottlenecks, develop and propose solutions to the project leadership.

· Provide senior technical advice instrategicprojectplanning, implementation, performance monitoring and reportingprocess;provide technical inputin work plans, periodicreports,and otherUSAIDdeliverables.

· Ensure implementation is strategic and cost-effective by supporting ongoing collaboration, joint analysis, real-time learning, and use of data for decision-making and continuous quality improvement.

· Provide technicalupdatesto otheroperations, finance, communications and procurement personnel,that can be used for reporting and strategic programming purposes as well as presentations, reports, and other technical deliverables requested byUSAID.

· Other duties, as assigned by theproject leadership.

Minimum Qualifications

· Universityundergraduatedegree in law(or equivalent).

· Atleast 8 years of experienceas a prosecutor, defense attorney, judge, or experience directly supporting criminal justicereform.

· Ability to work incomplex, politically challenging, and unstableenvironments.

· Experiencein implementing challenging and complexactivities.

· Understanding of criminal investigations, prosecutions, and adjudications; and

· Spanish ILR Level 4- Full Professional Proficiency in Reading, Speaking, Listening and Writing (orequivalent).

Preferred Qualifications

· Master’s Degree in political science, law, public policy, strategic management, social science, or arelated field.

· Experiencepromoting transparency, integrity, and accountability, promoting criminal justice reform, anti-corruptioncases.

· Specialized experience in the referenced areas amounts to at least 6 years of experience.

· Experience in the Latin Americancontext; and

· EnglishILR Level 4- Professional Proficiency in Reading, Speaking, Listening and Writing (or equivalent
