The Solid Waste Management Services Division (SWMS) provides leadership to deliver innovative, sustainable, and customer-focused waste management solutions that adaptively respond to the unique and evolving needs of Toronto’s residents, businesses, and visitors. There are six sections within the division including the General Manager’s Office, Business Services, Transfer Station and Landfill Operations, Policy, Planning and Outreach, Infrastructure & Resource Management and Collections and Litter Operations.

A key strategic focus area for the division is “Innovation & Continuous Improvement” which is defined as “Encouraging innovation, creativity, new ideas, and feedback in support of identifying and pursuing opportunities that enhance, simplify, and/or improve our services and how we deliver them.”

The Strategy and Business Improvement (SBI) business unit is in the Business Services Section of the SWMS division. The unit is focused on service delivery in the following areas, strategic planning, business planning, continuous improvement, and business performance measurement. Staff in the unit will work on initiatives and engage with staff at all levels of the SWMS division.

What can you expect to do?

As a key member of Strategy and Business Improvement unit, you will play an important role in supporting the delivery of SWMS programs and services through leading and facilitating strategic and continuous improvement initiatives with divisional sections.

Reporting to the Manager, Strategy & Business Improvement, and leveraging your ability to provide actionable business insights that support informed decision-making you will collaborate on developing and maintaining the division’s strategic framework, including strategic planning, business planning, continuous improvement, and performance measurement functions.

Being highly experienced and comfortable collaborating, facilitating, consulting, and coordinating change across a complex and multi-stakeholder environment, will be vital to your success as Management Consultant,

You will collaborate on the management of a divisional strategic planning framework at the divisional, section and business unit levels of the organization. As well as provide strategic advice on the further development of the framework including developing strategic plans in all business units in the SWMS division and collaborating on the design and development of a divisional performance measurement framework in order to measure success in achieving strategic and operational goals,

Utilizing your situational assessment and planning skills you will work closely with staff in the divisional sections providing a neutral facilitator role in leading continuous improvement initiatives with staff from all levels of the organization. Providing a collaborative environment in order to identify and implement change initiatives, you will support the teams throughout all phases of the change process to achieve sustainable results.

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.

  • Collaborates with the annual review of the division’s strategic framework through facilitated strategic plan sessions with Sections and Business Units

  • Collaborates in managing the division’s business planning framework to ensure alignment between key Section priorities/initiatives and the division’s operating and capital budgets.

  • Facilitates the development and implementation of continuous improvement initiatives and assigned projects involving multiple Sections within the division, and/or other divisions including operational coordination activities, alternative service delivery options and service integration matters resulting in improved functional/operational business models, service levels and customer service.

  • Collaborates on the development of a divisional strategic performance measurement framework and make recommendations on designing a frameworkwhich aligns the operational service delivery with the strategic goals of the division

  • Assists in the assessment and analysis of corporate organization effectiveness issues and conducts studies and prepares confidential reports with respect to program and service delivery changes; management policies, systems, processes and practices; management restructuring; and organization change.

  • Provides client-driven, value-added management consulting services to a portfolio of diverse consulting projects reflecting practice areas.

  • Shapes and defines consulting projects in consultation with client and key stakeholders, determines focus, scope, objectives, methodology and activities.

  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

  • Provides policy analysis, formulation, coordination and advice to the senior managers regarding programs, services and organization at both a strategic and operational level.

  • Directs the study process and applies methodologies, collects data, conducts analyses, draws conclusions and develops alternative solutions.

  • Brings analysis and conclusions forward to the client/stakeholders, chair meetings and promotes systematic discussion.

  • Supports management in assessing and devising solutions from a pragmatic and objective perspective.

  • Works in support of project steering committees and leads interdepartmental teams and working groups.

  • Researches, reviews and reports on existing and new management tools and methodologies and advises senior managers on emerging management techniques and other applied social science concepts and their applicability to the City.

  • Fosters and maintains cooperative working relationships within and external to the organization; establishes and maintains contact with professionals in related fields to ensure skills, knowledge and practice are current.​​​​​​​

Key Qualifications:

  1. Post-secondary education in a professional discipline pertinent to the position (e.g. business administration, public administration, strategic management, project management, business/process improvement, change management, etc.) or an equivalent combination of relevant training/education and extensive experience related to the job functions. Professional designation(s) and/or certification(s) in the aforementioned disciplines (e.g. Certified Facilitator, PMP, Six Sigma, PROSCI, etc.) is an asset.

  2. Considerable experience leading the development and administration of complex continuous improvement programs and initiatives within a large multi-disciplinary organization, working collaboratively with unionized and non-unionized staff, all levels of management, cross-functional stakeholders, and other internal/external business partners to successfully undertake and implement outcomes-based business improvements. Public sector experience is an asset.

  3. Considerable experience leading complex change management initiatives within a large organization, inclusive of developing comprehensive change management and stakeholder engagement plans, adapting best practice strategies, methodologies, processes, and tools to diverse portfolios of change initiatives, and ensuring change adoption and targeted strategic/operational outcomes are successfully achieved.

  4. Considerable experience developing, implementing, and maintaining business performance measurement frameworks and metrics, ensuring alignment with defined strategic and business improvement outcomes, leading related data development initiatives, and managing business performance monitoring and reporting functions.

  5. Exceptional consulting, interpersonal and negotiation skills with the ability to establish collaborative positive working relationships and a high level of trust with senior leaders, and to develop solutions, interact and communicate effectively with divisional and agency staff, other municipalities and orders of government and members of the public.

  6. Strong project management skills to complement a strategic mindset, including the definition of project purpose and objectives, project activities, milestones and deliverables, monitoring and tracking progress, and communications with stakeholders.

  7. Excellent communication skills and presentation skills to deal effectively with city staff, senior management, and to chair meetings that include members from all organizational levels.

  8. Experience in one or more of the following areas: strategic planning, continuous improvement, organizational design, change management, and performance measurement.

  9. Experience providing senior level strategic advice and adapting communications to a variety of audiences.

  10. Intermediate to high level experience using MS Project, Visio, Excel, PowerPoint and MSWord

  11. Highly developed analytical skills in accessing and reviewing business processes to identify options, best practices and opportunities to improve service delivery.

  12. Ability to research, analyze and synthesize legislation, provincial guidelines, financial and resource issues, organizational models and operational impacts into defensible policies, procedures and/or program proposals.

  13. Ability to work effectively while managing multiple priorities in a demanding, dynamic.
