Operational Risk Management is accountable for the design and implementation of TD’s Operational Risk Management Framework that sets out the Bank’s policies, processes and practices for the identification, assessment, reporting, mitigation and control of operational risk. Within this context, ORM acts as an independent risk management function responsible for ensuring the Bank has an effective operational risk management program to manage risk within the Bank's risk appetite.

TDBG applies the “Three Lines of Defence” model to risk management. As a representative of the second line of defence, the position of Senior Manager, Stress Testing and Scenario Analysis, assures the appropriate design, implementation and/or execution of (applicable components of) the TDBG risk management framework. This position reports to the AVP, ORM Risk Measurement.

Senior Manager, Stress Testing (ST) and Scenario Analysis (SA) will lead

ORM’s Stress Testing Program: Includes both regulatory and internal stress test exercises. Regulatory stress tests include the Dodd-Frank Act Stress Testing (DFAST) and Comprehensive Capital Analysis and Review (CCAR) in the U.S. and OSFI Macro Stress Test (MST) in Canada. The internal stress test is the annual Enterprise-wide Stress Test (EWST). In addition, ad-hoc stress testing exercises are conducted on need basis. ORM's Scenario Analysis Program: Development and implementation of Scenario Analysis Standard and Guidelines.

Key Responsibilities include:

  • Oversee a cross-border team of Stress Testing and Scenario Analysis Leads and collaborate with risk and business partners for successful delivery of program mandates

  • Own, enhance and implement the operational risk stress testing methodology and Scenario Analysis program in line with the industry practices and evolving regulatory expectations

  • Consolidate, synthesize, and effectively communicate the operational risk stress testing and scenario analysis results to senior management

  • Ensure stress testing model methodology adhere to prescribed Model Risk policies and practices as well as the Bank's Stress Testing Framework

  • Ensure SA and ST program documentation and artifacts (pRCSA, process/flow diagrams, methodologies, procedures) for regulatory and internal purposes (Audit, Governance & Control) are high-quality, accurate, completed within required timeframe, and meet all regulatory standards/expectations

  • Conduct periodic benchmarking of TD’s methodology and results to industry results and best practices

  • Perform/oversee ad-hoc analysis as required by management and other business partners throughout the year

  • Represent TD as a subject matter expert in meetings with Regulators and industry working groups

  • Sustain, identify strong talent, recruit, and develop a diverse talent pipeline of qualified workforce to innovate and maximize individual strengths to lead to a better business outcome

  • Build out the programs with a focus on providing a sustainable risk management benefit to the Bank

Department Overview:

Job Requirement:

  • Over 10 years of related experience (e.g. experience in Risk Management, regulatory capital stress testing programs, Finance etc.).

  • Excellent presentation, organizational, analytical, interpersonal and communication skills to communicate complex information clearly to employees and management throughout the Bank.

  • Exceptional leadership and planning skills to handle teams with functional diversity and complexity, and multiple points of contact

  • Strong people skills - with demonstrated ability to impact and influence. The ability to build positive relationships with stakeholders across the Bank, work in a demanding environment and handle multiple deadlines and priorities.

  • Strong knowledge and understanding of the financial services industry, risk management and regulatory stress testing, capital requirements. Familiarity with Canadian and U.S. regulatory requirements and industry standards regarding operational risk management, scenario analysis and stress-testing is valuable.

  • Sound financial acumen, specifically exceptional research and analytical skills – ability to absorb information on a variety of often complex issues (financial and non-financial) and provide insights.

  • Bachelor or Master’s degree required, preferably in business, accounting, or finance.

  • Well-developed computer skills with emphasis on MS Office products, including building insightful PowerPoint decks.
