This position is open until filled; however, to ensure consideration, applications should be received by August 30, 2024 at 4:30 p.m. King County Housing Authority's (KCHA) Capital Construction Program is recruiting for a detail-oriented, sociable and customer service focused Administrative Specialist to join their team in Tukwila, Washington. The ideal candidate will enjoy conducting administrative work related to the payroll monitoring and compliance requirements of the Davis Bacon Act (DBA), as well as work in support of the daily operation of the capital construction work group in the Department of Capital Construction and Weatherization. The Administrative Specialist's ability to support internal and external program stakeholders will be essential to their success in this role while being proficient in the use of systems and tools to maintain organization, demonstrate dynamic time management and have the ability to change focus based on program goals. Essential Functions
The Capital Construction Administrative Specialist:
- Organizes and ensures accuracy of payroll and associated financial records; enforces the Federal Labor Standards Provisions and Certified Payroll requirements of the Davis Bacon Act; obtains Wage Determinations and conducts wage interviews with construction workers.
- Reviews Labor and Industries documents to confirm contractor compliance.
- Assists administrative program manager with updating, distribution, collection, confirmation of contractor compliance and review of all Section 3 documents.
- Assists in the coordination, preparation, and submission of data; collects information from a variety of sources.
- Communicates with vendors, contractors, and staff regarding timelines and expectations.
- Provides departmental administrative support including processing and routing internal finance documents.
- Reconciles, reports, and tracks financial data for the department, Authority, and outside fund sources.
Works with administrative program manager to define and document standard work processes.
Qualifications and Competencies
Experience & Education:
- Associate's degree AND
- Moderate experience in providing administrative support, including data entry, general administrative task, customer service and/or accounting practices* OR*
- An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
*Required Knowledge, Skills, and Abilities: *
Through knowledge of payroll systems, state, federal and local laws and regulations and the associated methodology, processes and terminology.
Familiarity with the principles and practices of public housing and/or assisted housing.
Ability to compute rates, ratios and percentages.
Analyzes problems, identifies alternative solutions, and implements recommendations; demonstrates critical, creative, and reflective thinking.
Demonstrated proficiency in cultivating an inclusive work environment that values and appreciates diversity, treats others with respect, and fosters cooperation.
