JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Office of Sponsored Programs (OSP) at The Pennsylvania State University is seeking a Grants and Contracts Administrator who will assume the role of Data Use Agreement (DUA) Coordinator and Contracting/Senior Contracting Officer.

As the DUA Coordinator, the successful candidate will play a key role in coordinating the lifecycle of the incoming DUA process at Penn State. This will include leading a university-wide committee whose goal is to streamline the incoming DUA process.

As a Contracting Officer or Senior Contracting Officer, the successful candidate will review and negotiate terms and conditions of various awards and non-financial agreements in accordance with University policies and procedures.

Both aspects of this position will require the successful candidate to interact on a regular basis with faculty, university administrative offices, and external sponsors.

Responsibilities: Duties may include, but are not limited to, the following:

  • Review and process data use agreements; negotiate appropriate terms and conditions in compliance with University policy.

  • Develop/improve upon internal processes for the Office of Sponsored Programs’ management of data use agreements.

  • Mentor other OSP contracting officers on reviewing and processing data use agreements in accordance with Penn State policy and applicable laws and regulations.

  • Serve as Chair of Penn State’s Data Acquisition Working Group (DAWG), as well as serving on other internal and external committees and working groups as needed.

  • Serve as a member of the data security team in OSP. Complete data security reviews on sponsored research awards and data use agreements.

  • Provide formal and informal training on data use, data security, and data acquisition to faculty, staff, and students.

  • Present at various continuing educational seminars, including but not limited to: Scholarship and Research Integrity (SARI) and ACES – ACOR Certification and Education Series.

  • Review complex agreements, including but not limited to grants, contracts, subcontracts and non-financial agreements from various sponsors including federal, Commonwealth, foreign entities, and corporations; negotiate appropriate terms and conditions in compliance with University policy.

  • Write non-disclosure agreements and subawards.

  • Review terms and conditions associated with proposal solicitations and identify the University’s exceptions.

  • Interact and consult with appropriate external offices as necessary including Office of Information Security, Procurement Services, Risk Management, Office of General Counsel, Office of Technology Management, Research Accounting, Office for Research Protections, College Research Offices, and other central administration offices.

The selected individual must maintain a positive and effective working relationship with assigned units and advise faculty in interpreting and adhering to sponsor and University guidelines. This individual may be called upon to mentor and train junior staff, develop faculty education and outreach programs, and draft revisions and updates to University policies and procedures.

Work Arrangement: The location of this position is flexible and can operate fully remote within the United States, fully in-person at our University Park Campus, or in a hybrid-model of both in-person and remote. Standard working hours are in the eastern time zone.

Education and Experience: This position will be filled at an Advanced Professional or Senior Professional level, depending upon the successful candidate's competencies, education, and experience.

The minimum education and experience for a Grants and Contracts Administrator – Advanced Professional is a Bachelor's Degree and 3+ years of relevant experience, or an equivalent combination of education and experience.

The minimum education and experience for a Grants and Contracts Administrator – Senior Professional is a Bachelor's Degree and 6+ years of relevant experience, or an equivalent combination of education and experience.

Additional Required Competencies: The successful candidate must have a working knowledge of federal government regulations, especially the Federal Acquisition Regulation (FAR) and Uniform Guidance (2 CFR 200). Candidate must also have a working knowledge of various types of data including PII, PHI, FERPA, limited data sets, de-identified data, and data subject to GDPR.

The successful candidate must have self-management skills, including the ability to prioritize and maintain a large volume workload in a fast-paced environment, the ability to interpret information, ideas, and instructions clearly and accurately both verbally and in writing, the ability to determine causes of unusual occurrences and apply standard principles and practices to identify and implement solutions, and the ability to maintain effective relationships with peers and others in a diverse environment. Excellent communication and interpersonal skills are required.

Additional Preferred Education, Experience, or Certifications: Familiarity with various data security regulations and clauses such as NIST SP 800-171, DFARS Clauses 252.204-7012, FISMA, as they relate to sponsored research, is preferred.

Proposal preparation and post award management experience is preferred. Familiarity with Strategic Information Management System (SIMS), and completion of the ACOR Certification and Education Series (ACES) is preferred.

The salary range for this position, including all possible grades is:

$61,800.00 - $102,300.00
