Job Description:

The Director of Title III on the Utica Campus of Hinds CC has administrative responsibility for developing the proposal according to specified federal guidelines (Title III and the US Dept. of Ed.), for the overall accomplishment of Title III activities, and for the personnel associated with the activities. Additionally, the Director oversees and manages the grant funded under the Student Aid and Fiscal Responsibility Act (SAFRA) -Health and Wellness Program.

GENERAL STATEMENT OF THE FUNCTION

The Director of Title III on the Utica Campus of Hinds CC has administrative responsibility for developing the proposal according to specified federal guidelines (Title III and the US Dept. of Ed.), for the overall accomplishment of Title III activities, and for the personnel associated with the activities.

QUALIFICATION REQUIREMENTS

Master’s degree (M.A.) or equivalent; and/or higher

Minimum of 5-7 years related experience and/or training; Grant Writing, Grant Management, budgeting federal funds for programs and activities.

Strong interpersonal, writing, and verbal communication skills;

Demonstrated ability to lead others in accomplishing goals and objectives.

Demonstrated successful proposal writing and funding from federal/private foundations.

Evidence of participation of writing awarded grants.

Experience in program evaluation.

Working knowledge of Title III, Part B Program and Future Act.

EDUCATION AND/OR EXPERIENCE

Higher Education Administrative Experience

Knowledge of first generation college students, at-risk students, and underprepared students.

Successful experience working Title III, Part B Program and Future Act.

ESSENTIAL DUTIES AND RESPONSIBILITIES , include the following. Other duties may be assigned.

• Communicate understanding of the Title III, Part B Program, as well as other programs funded under Title III; participate on all assigned management committees of the College.

• Establish and maintain effective communication channels and procedures to assure that the operation of the project remains congruent with the goals of overall institutional development.

• Supervise Activity personnel (5 activities), as well as professional staff of the Health and Wellness Program.

• Coordinate activities in a manner that will facilitate maximum effectiveness and utilization of program resources and personnel.

• Facilitate the development and implementation of an effective/objective evaluation system for program components to determine the impact of Title III on the College.

• Remain current on Title III and US Department of Education policies and grant terms/conditions to assure the program operates in compliance throughout the period of federal support.

• Assist in the recruitment of key program personnel and assist staff in the coordination of external resource personnel.

• Oversee the preparation and monitoring of fiscal and technical reports related to the project (s) for both the College and the US Dept. of Education.

• Coordinate the writing and submissions of annual performance reports (HBCU & Future Act).

• Authorize all expenditures in the Title III and other related projects; maintain control over the budget and be responsible for the appropriate utilization of funds.

• Ensure that all external contract arrangements operate and are executed according to schedule and policy; work with College’s business/purchasing procedures.

• Advise and assist in inventory/distribution of Title III equipment.

• Maintain an updated inventory file of Title III equipment.

• Work with the College leadership and staff to institutionalize new practices and improvements according to the colleges/campus’ goals and strategic plan.

• Works in collaboration with College administration to develop an integrated, college wide wellness vision with goals and initiatives to include a strategic plan to develop, implement, and evaluate wellness goals and initiatives.

• Prepares budgets and compiles reports for the Health & Wellness program.

• Work with external evaluation agency to determine effectiveness of programs in moving towards accomplishments of activity objectives.

• Maintain knowledge of diversity-related issues, legislation, and best practices.

SUPERVISORY RESPONSIBILITIES

Assume general supervision and control of the professional activities of Title III personnel and other grant programs at appropriate location.
