The O utside Plant (OSP) Technician will provide OSP, and O&M support, including installing, inspecting, splicing, testing, repairing, replacing, upgrading, and providing documentation for both copper and fiber optic backbone and distribution systems, from the vertical frame to the end-user premise equipment IAW standards, codes, and regulations.

Responsibilities

  • Perform daily site supervisory duties in the absence of the Site Manager, in his/her absence as required.

  • Provide technical support and oversight of the cable distribution system at NCTAMS LANT DET Guantanamo Bay, Cuba.

  • Attend meetings, participate in conference calls, gather data to understand project requirements, review and/or propose technical solutions, and assist with coordination efforts between multiple organizations.

  • Receive, respond, and resolve all work orders via the computerized terminal solution in accordance with the work order and site survey request response times.

  • Install, modify, replace, maintain, relocate, and remove all telephone instruments, special circuits, premise copper and fiber wiring, and similar communications equipment, per approved work orders.

  • Install, modify, replace, maintain, relocate, and remove all terminal boards, cross-connect boxes, fiber optic couplers, fiber media converters, and communications pedestals and shall run all cross-connects, as approved by work orders, ensuring that all are properly grounded, tagged, labeled, and/or stenciled.

  • Install, modify, replace, maintain, relocate, and remove all outside cable plant aerial/underground copper cables/fiber optic cables, including utility pole hardware in support of copper and fiber aerial cable, as approved by work orders.

  • Test and certify all copper and fiber optic cables, prior to installation, and upon completion of connections.

  • Identify and label items according to the standard telecommunications labeling scheme provided, including underground cable and aerial cable routes, manholes, hand holes, pedestals, and cables.

  • Monitor and coordinate clearing, cleaning, and dewatering of all outside cable plant man-holes and hand-holes upon direction.

  • Other duties as assigned.

Qualifications

  • High school diploma or GED required.

  • 5+ years of experience in installation and maintenance using telecommunications industry standards-based cabling distribution systems.

  • Must be familiar with and be able to reference current TIA/EIA/NGEN standards.

  • Must have specific technical experience in the following areas:

  • Project Engineering Support

  • Cable/Fiber/Wire installations, maintenance, and design

  • Voice/Data Network infrastructure design

  • T-1/PRI and VoIP installations

  • Proficient with Microsoft Office suite (Word, Excel, Outlook, PowerPoint)

  • Must be willing to live/work in Guantanamo Bay, Cuba, unaccompanied for up to 12 months.

  • Must be willing to work overtime, after hours, and on-call as needed in support of the Base Communications Office (BCO).

  • Must obtain a Class B commercial driver’s license (CDL) at the time of hire.

  • Must be a U.S. citizen.

  • Secret clearance required.

  • Passport required.

Knowledge, Skills and Abilities:

  • Ability to read and interpret telecommunication infrastructure drawings, building floor plan prints, and communications wiring diagrams of various facilities from field measurements, existing drawings, photographs, and rough sketches.

  • Working knowledge of identifying and documenting copper, fiber, and all associated types of splices, terminations, cable counts/type, and cross-connects. Documentation shall reflect all information required for Operations & Maintenance (O&M) contractor(s) to make cross-connections at the demark points.

  • Ability to transfer and translate field information into as-built drawings using standard format compatible with NCTL Det GTMO CAD drawings, EXCEL, or another format approved by NCTL Det GTMO COR.

  • Ability to obtain a VISA for OCONUS travel.

  • Ability to multi-task in a high-stress, performance-based environment.

  • Must possess strong leadership and teamwork capabilities.

  • Ability to establish priorities and meet established deadlines.

  • Ability to attend all customer in-person meetings and conferences as requested.

  • Possess the ability to coordinate and integrate the work activities of several different projects at any one time.

  • Ability to communicate with others effectively both orally and in writing.

  • Ability to work nights, weekends, and holidays as needed (rare).

  • Ability to travel OCONUS up to 10%.
