Note: This is an anticipated bid opportunity and contingent on successful award to DAI.

Background:

DAI is seeking qualified Climate Integration Specialist/Engineer candidates for the anticipated USAID-funded Green Economy Activity in Kyrgyzstan. The purpose of the Green Economy Activity is to build the capacity of the Kyrgyz Republic to adapt to and mitigate the effects of climate change in its economy in order to create and develop a “green economy,” or one that is low carbon, resource-efficient, and socially inclusive. The Activity will promote practices that contribute to a robust and resilient economy, reduce greenhouse gas (GHG) emissions in the private and public sectors, increase climate financing, and develop a policy framework to catalyze sustainable and green climate solutions.

The objectives for this activity are:

  1. Improving governance and institutional capacity for a green economy

  2. Adoption of innovative technology by the public and private sectors

  3. Green economy financing

Position Overview:

The Climate Integration Specialist will act as a technical advisor on climate adaptation and climate mitigation activities. The Specialist will be the guiding advisor during the grant selection and condition-setting for the grant recipients to ensure that all the activities are aligned with the Contract’s climate agenda and GHG reduction agenda.

This full-time position is contingent upon project award and approval.

Responsibilities:

The Climate Integration Specialist serves as the Climate adaptation/mitigation activities Lead, ensuring compliance with USAID climate risk management processes, as detailed in relevant ADS mandatory references.

The Specialist is a technical advisor to COP and technical staff, working to identify and analyze climate vulnerabilities and develop mitigation measures by monitoring, identifying, and sharing opportunities to integrate climate change adaptation and mitigation into the main components of the Activity.

The Climate Integration Specialist will provide advice to the grant program to ensure that grants under contract are aligned with the Contract’s objectives about GHG reduction, Green Economy activities, energy efficiency, and alike.

The Climate integration specialist will closely work with the Environmental compliance team on the climate and environmental impact of the activities.

The specialist will work closely with M&E to set forth the system of GHG measurement, energy efficiency measurement, target setting and impact assessment of the activities in relation to climate change mitigation and adaptation agenda of the Activity.

Minimum Qualifications:

Bachelor’s degree in Environmental Studies, Ecology, Integrated Sustainable Development, Engineering discipline, Construction management or related field, Natural Resources Management, or a closely related fields.

A minimum of five years of progressively responsible experience in an area involving application of climate mitigation/adaptation integration into production, construction,industry or agriculture, climate proof infrastructure or closely related regulations, standards, policies and best practices in a developing-country setting is required.

National or International certifications are preferred (like Leadership in Energy and Environmental Design -LEED, Sustainability Excellence Professional -SEP or similar certificates in climate mitigation and adaptation related areas)

Extensive experience working with host government officials, and private sector representatives, and participating in key counterpart, donor, and coordination meetings;

Good writing and Monitoring, Evaluation, and Learning (M&E) skills and experience;

Fluency speaking, reading, and writing in English and Russian, Kyrgyz language is highly preferred.
