Federal Highway Administration Construction Control Inspector (Open to both U.S. Citizens and Federal Employees) in United States

Summary This position is located within the Construction Branch for the Eastern Federal Lands Highway Division (EFLHD), Federal Highway Administration (FHWA) in Ashburn, Virginia; Sevierville, Tennessee; or Tupelo, Mississippi. The Construction Control Inspector is responsible for the physical construction of federal projects under the jurisdiction of Eastern Federal Lands. Responsibilities As a Construction Control Inspector, you will: Maintain/monitor fiscal control relative to the execution of the construction contract. Draft contract modifications for review by the Contracting Officer (CO) and are delegated the responsibility of negotiating the costs of changes with the contractor in accordance with provisions in the contract. Provide construction management control and surveillance of the work being performed by the contractor. Identify anticipated problems and take appropriate and timely corrective action. Be responsible for assisting in the enforcement of established construction specification requirements; determine the necessity for issuance of contract administration correspondence and contract modifications to the contractor in accordance with established policies and procedures. Recommend changes in design, specifications, and schedules to the Construction Operations Engineer (COE), as appropriate, to meet field conditions. The ideal candidate for this position is a construction manager or inspector with experience independently and effectively serving as a contracting officer's representative on a variety of construction projects. Primary duties include ensuring compliance with contract specifications, providing technical direction and guidance, and delivering contract administration services and support. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. PHYSICAL CONDITIONS: The work requires extensive standing, walking, climbing, bending, and carrying of various items (equipment, etc.). The incumbent is exposed to varying weather conditions and terrain conditions. The work is highly stressful because of the level of responsibility and risk of failure. The office management work is accomplished in an office setting in a trailer-type building on-site at the project location. Most of the work is performed outdoors where temperatures are quite often extreme. SHIFTS: The incumbent must be available at all times, including off-duty hours, particularly throughout contractor multi-shift periods including weekends as dictated by the contractor's work schedule. DRIVER'S LICENSE: You must have a valid state driver’s license, with a safe driving record, and be fully qualified to operate a government owned vehicle. VEHICLE OPERATION: You will be required to operate motor vehicles in the performance of duties and will be completely responsible for their safe operation in compliance with applicable FHWA, federal, state, county, municipal or local laws and regulations. You will be responsible for reporting all accidents in accordance with regulations contained in applicable FHWA Instructions. TELEWORK: Telework for this position is typically only allowed in emergency situations. For the GS-07: On Experience, you must have at least one year of experience, equal or equivalent to the GS-06 grade level, which included: Experience assisting senior inspectors and technicians on construction site work. Or on Education, at least one year of graduate level education (above a Bachelor's) leading to a master's degree or equivalent with major study in an appropriate field of engineering, construction, or industrial technology. You can also have a combination of some graduate level classes leading to a master's degree or equivalent with major study in an appropriate field of engineering, construction, or industrial technology and have some specialized experience as described in the vacancy announcement that combined qualify you for this position. This must be fully supported by your resume and transcripts, provided with your application. For the GS-09: On Experience, you must have at least one year of experience, equal or equivalent to the GS-07 grade level, which included: Experience observing construction work site activity to ensure that work standards are maintained; AND Experience determining support tasks for field inspections and investigations in order to obtain information for future construction projects. Please note that this specialized experience requirement can be met by qualifying experience at the second lower grade level (GS-7), since no intervening GS-8 level positions exist in the normal line of progression for this occupation in this organization/location. Or on Education, you must have at least two full years of graduate education (above a Bachelor's), or a master's degree or equivalent, with major study in an appropriate field of engineering, construction, or industrial technology. You can also have a combination of some graduate level classes leading to a master's degree or equivalent with major study in an appropriate field of engineering, construction, or industrial technology and have some specialized experience as described above that combined qualify you for this position. This must be fully supported by your resume and transcripts, provided with your application. For the GS-11: On Experience, you must have at least one year of experience, equal or equivalent to the GS-09 grade level, which included: Experience in the administration of highway construction projects that include major operations such as grading, drainage, bridge construction, retaining wall construction, traffic flow maintenance, and recycled or conventional paving. Please note that this specialized experience requirement can be met by qualifying experience at the second lower grade level (GS-9), since no intervening GS-10 level positions exist in the normal line of progression for this occupation in this organization/location. You cannot qualify based on education at the GS-11 grade level, you must have experience. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Oral Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
