Summary PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. These positions are located in the Administrative Resource Center/Division of Procurement Services. This open continuous announcement may be used to fill additional positions through June 2025. Responsibilities The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Receive procurement requests and determine type of requirement; conduct research to determine the nature and adequacy of Government specifications, market conditions, ability of industry to modify existing goods or services, and delivery requirements; and based on this information, select the proper procurement method. Provide assistance to requestor by aiding in the definition, preparation, and submission of required documents and forms for the Government's need. Prepare requests for quotations, requests for proposals or invitation for bids after completing all Treasury and Government required and necessary acquisition planning documentation and research. Ensure contractual sufficiency and responsiveness to the Government's requirements. Explain Fiscal Service's procurement process, and channels of communication to offerors who are developing a proposal for meeting the Government's needs. Coordinate pre-proposal conferences with prospective offerors to ensure an understanding of requirements under a solicitation. Requirements Conditions of Employment A one year probationary period may be required. Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years. Public Trust - Background Investigation will be required. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Obtain and use a Government-issued charge card for business-related travel. File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Must be U.S. Citizen or U.S. National Qualifications The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the cut-off date for period of consideration. Specialized Experience For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized Experience for this position includes: - Experience using procurement regulations; AND - Experience in simplified acquisitions (equal to or less than $250,000), large contracts (more than $250,000) and contract administration (contract modifications and/or changes). OR You may qualify with education that includes 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. OR You may qualify with a combination of education and experience listed above in which the percentage of specialized experience and education totals to 100%. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes: - Experience directly using procurement regulations or procedures; OR - Experience in simplified acquisitions (equal to or less than $250,000) or contract administration functions (contract modifications and/or changes). OR You may qualify with education that includes 2 full academic years of progressively higher level graduate education or master's or equivalent graduate degree or LL.B. or J.D. OR You may qualify with a combination of education and experience listed above in which the percentage of specialized experience and education totals to 100%. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized Experience for this position includes: - Experience following procedures while working in a team environment; AND - Applying rules or regulations in order to accomplish work assignments and meet deadlines; AND - Communicating effectively with internal or external customers, both verbally and in writing, to make recommendations or give instructions. OR You may qualify with education that includes 1 full year of graduate level education, or a Bachelor's Degree and meet one of the following requirements for superior academic achievement: GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. A copy of transcript or list of college courses designating semester or quarter hours earned is required. OR You may qualify with a combination of education and experience listed above in which the percentage of specialized experience and education totals to 100%. Education Education Requirements: Basic Requirement for Contracting Series (1102) at the GS-12 and below A. A 4-year course of study leading to a bachelor's degree with a major in any field. or B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. or C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12.
