Summary Incumbent serves as a Human Resources (HR) Specialist for the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Human Capital Services (HCS), Program Administration (PA), Program Administration (PA) Front Office (FO) team. The incumbent reports to the Deputy Executive Director of PA. Responsibilities Major Duties Special Emphasis Recruitment and Outreach - Serves as subject matter expert on developing Human Resources strategies focused on special emphasis hiring in collaboration with HCS. Primary point of contact in administering the VBA Pathways Program. Provides technical guidance and advice of the provisions of the Pathways Program to hiring officials, supervisors, and human resource staff. Ensures the HR Staff understands the proper application of Veterans' preference when recruiting Pathways positions. Creates training opportunities focused on the design and development of formal training plans, individual's development plans, Pathways Participant Agreements, performance plans, mentoring and then on boarding requirements. In addition, this position supports Recruitment Programs such as Pathways, Diversity and Inclusion, and other special emphasis to include drafting job aids, presentations, information papers, and recruitment materials. Represents HCS at job fairs and conference to educate and bring awareness. Ensures special emphasis program development and implementation is consistent with the corporate mission, vision, and goals. Researches, identifies, and prioritizes organizational development projects and talent development programs. Implements hiring concepts and techniques targeted on organizational hiring initiatives. Monitor's activities identified for special interest and keep supervisor informed of developments through conferences and briefings. Develops guidance, procedures, and standards for new and/or changing program areas. Assures that all policy, regulatory and program issuances are properly integrated with other staff actions and are thereby fully supportive of the VBA mission requirements, equal employment, diversity and inclusion objectives and the Federal merit system principles. Analyzes and evaluates program execution; recognizes problem areas; and originates solutions to complex and unusual issues. Strategic Planning - As a member of the PA FO Team, the incumbent plans and advises on implementation of new ideas, procedures, processes, methods or approaches of substantial scope, difficulty, and complexity in areas of short/long-range strategic planning, strategic development, and strategic deployment, continuing improvement initiatives, and/or program integration. Recommends adjustments to policies, programs, projects, and studies to resolve problems and to improve operations and efficiencies in major core processes and concepts of business systems management, information and analysis, strategic planning, human resource development and management, process management, business results, and customer service and satisfaction. Exercises technical expertise, creativeness, progressive and seasoned judgment; and provides consultant and advisory services to create strategic plans. Ensures strategic planning evaluation/assessments adequately and effectively address and measure key customer and operational requirements for on going process improvements aligned with organizations' strategic direction; optimizes the use of resources and bridges short/long term requirements entailing expenditures, contracts, training, etc.; ensures that there are mechanisms to transmit requirements and achieve alignment with intended outcomes. Contributes to the formulation of the HCS and PA vision and annual strategic plan including the development of goals and objectives that enable mission accomplishment and bridge the gap between the present and future organizational requirements. Programs Development and Evaluation - Implements new and evaluates existing HR Operations related programs. Develops processes, regulatory and procedural guidance for various HR management programs, as required. Administers programs in accordance with Office of Personnel Management (OPM), VA, and other federal regulations, statutes, policies and procedures in response to VBA's HR Operations unique problems and conditions or in support of VBA/VA's strategic goals and objects. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/01/2024.TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
