Representing the agency on interagency work groups established to develop governmentwide IT systems analysis initiatives and solutions to critical issues; negotiating for the acceptance of agency positions on key governmentwide systems analysis initiatives; developing guidelines for implementing broad governmentwide directives; and aligning agency internal business practices with governmentwide regulations and policies. Leading the evaluation of agency missions, goals, plans, programs, and business processes to develop an enterprise IT architecture plan for the agency; conducting continuing evaluations of agency business needs to ensure that IT architecture plans are aligned with those needs and that the current and planned IT infrastructure supports the architecture plan; developing plans and strategies to modify the IT infrastructure to support short and long-range agency goals, objectives, and plans; and evaluate, select, and advise others on the application of architecture modeling tool sets used to document, maintain, and enhance the architectural planning process. Develops new concepts, procedures, and methodology in systems analysis while advising other IT experts throughout the IRS, Treasury, and in other agencies, to develop the overall program area and to identify mission-related work and/or how it may impact other IT initiatives. Oversees and manages the identification and correction of weaknesses in critical performance parameters and variances in achieving cost, schedule and performance goals while aligning with and supporting the risk posture of the enterprise. Develops, reviews, and analyzes best practice guides for use throughout IRS by other systems analysis specialists. Ensures policies and procedures are up-to-date, comply with applicable laws, regulations, and other binding standards by meeting or exceeding senior leadership expectations for the resilience of agency systems and data, and that any changes consider the impact on users of these systems. Oversees and manages all five phases of project management lifecycle for IRS organizations. Leverages organizational indicators to anticipate, prevent, or resolve large-scale technical problems. Looks across business units or IT divisions and directly engages in removing obstacles and overcoming challenges. Recognizes potential impacts and implications of decisions on the entire organization. Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT : Experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE GS-15 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes experience that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. Qualifying experience would include those assignments which demonstrate planning and coordinating agency-wide implementations of process improvement methods and concepts to improve the quality of software products; Serving as the principle advocate within the agency for the application of process improvement concepts and practices; and Consulting with senior specialists and IT managers throughout the agency in the implementation of process improvement practices. In addition, you must have experience using CCIE-Voice/CCNP-Voice or equivalent; Experience as a Lead engineer managing the design, planning, installation and maintenance of large-scale National Cisco CUCM enterprise architecture and systems with multiple clusters. Experience in the securing of phones, Session Initiation Protocol (SIP) trunks, conference bridges, Lightweight Directory Access Protocol (LDAP), Informacast, Infortel, Cisco Emergency responder (CER), Unified Contact Center Express (UCCX), and workstation applications (Jabber, ViewMail). AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
