Summary ATJ works to break down barriers to the founding principle and enduring promise of the Department of Justice: equal justice under law. This is a Detail Opportunity (Not-to-Exceed 6 months, with possibility to extend). The International Policy Advisor will work on various policy and programmatic issues to expand access to justice through international collaboration and advancement of access to justice priorities in international forums. The policy advisor will work under the direction of the Senior Advisor, International Program. The duties and responsibilities for a 0301 International Policy Advisor Detail Opportunity (NTE 6 months) (Non-Reimbursable) generally include, but are not limited to, the following: Support ATJ international engagement by conducting research, preparing briefing documents, and developing presentations, among other activities to support the international team's activities. Engage with internal and external stakeholders such as multilateral bodies, foreign country counterparts and other international organizations. Provide administrative, logistical, and programmatic support to the Senior Advisor, International Program and other ATJ staff as needed. Assist in identifying opportunities and best practices to advance implementation of SDG 16 in the United States, drawing upon lessons and practices from other governments and civil society organizations. Assist in coordinating with U.S. federal agencies on implementation of SDG 16, including through planning regular coordination calls and developing joint initiatives. Coordinate with team members in support of strategic communications regarding international matters. Develop, coordinate, and execute special projects as assigned by the ATJ Director, Deputy Director, or Senior Advisor, International Program. The duties listed above are generally written for one grade level. If the position is advertised at multiple grades, the duties will be adjusted in difficulty, complexity, and level of supervision, for higher or lower grades, as appropriate. Requirements Conditions of Employment Qualifications Desired Qualification Requirements: Applicants with bachelor's or other postsecondary degree are preferred. Familiarity with access-to-justice issues, criminal justice and civil legal aid, international affairs, international development, and foreign policy is preferred. The applicant must have strong organizational and interpersonal skills. Initiative, creativity, diplomacy, collegiality, and commitment to equity are valued. ATJ aims to achieve this core mission by promoting access to judicial systems through legal assistance and counsel; pursuing data-driven, stakeholder-informed, and innovative approaches to judicial process; and by promoting accountability and reform of legal systems with the goal of creating a more holistic and equitable approach to justice. The three strategic pillars of ATJ are to: 1) promote justice system access; 2) accelerate justice system innovation; and 3) safeguard justice system integrity. ATJ engages in a robust international access to justice portfolio, led by the Senior Advisor, International Program. In 2021, President Biden issued a Memorandum on Restoring the Department of Justice's Access-to-Justice Function and Reinvigorating the White House Legal Aid Interagency Roundtable. The Memorandum tasks the Office for Access to Justice to "assist the United States with implementation of Goal 16 of the United Nations's 2030 Agenda for Sustainable Development to promote peaceful and inclusive societies for sustainable development, provide access to justice for all, and build effective, accountable, and inclusive institutions at all levels." ATJ coordinates implementation of UN Sustainable Development Goal (SDG) 16 closely with other DOJ component agencies and bureaus, and with U.S. Agency for International Development (USAID), the Department of State, and U.S. diplomatic missions in Vienna, New York, and Geneva. The incumbent will support and assist ATJ initiatives in these forums, including initiating and developing events and projects which advance access to justice with close partners.
