Job Summary:

The Program Finance and Resource Manager is responsible for overseeing the financial and resource management aspects of the program, ensuring optimal use of resources and maintaining financial integrity. This role involves budgeting, financial reporting, resource allocation, and ensuring compliance with financial policies and procedures. The Program Finance and Resource Manager will work closely with the Project Manager - Program Compliance and Resource Management to support the program's goals and ensure efficient and transparent operations.

Job Duties and Responsibilities include:

Financial Management:

+ + Develop and manage program budgets, ensuring alignment with project objectives and organizational goals.

  • Prepare and present financial reports, forecasts, and variance analyses to senior management and stakeholders.

  • Monitor and manage cash flow, expenditures, and financial commitments.

    Resource Management:

    • Oversee the allocation and utilization of program resources, including personnel, equipment, and materials.
  • Ensure resources are used effectively and efficiently to support project objectives.

  • Maintain up-to-date records of resource inventories and needs.

    Compliance and Risk Management:

    • Ensure compliance with financial policies, procedures, and regulatory requirements.
  • Conduct regular audits and reviews to identify and address any discrepancies or issues.

  • Develop and implement risk management strategies to safeguard financial and physical resources.

    Reporting and Documentation:

    • Prepare detailed financial and resource management reports for internal review and external audit purposes.
  • Maintain comprehensive and accurate documentation of all financial and resource management activities.

  • Ensure all documentation is accessible and up-to-date for relevant stakeholders.

    Stakeholder Communication and Engagement:

    • Act as the primary liaison for financial and resource management matters between the program and internal/external stakeholders.
  • Provide regular updates on financial status, resource allocation, and any issues or concerns.

  • Foster strong relationships with stakeholders to facilitate collaboration and transparency.

    Process Improvement:

    • Identify opportunities for improving financial and resource management processes and implement best practices.
  • Leverage technology and innovative solutions to enhance efficiency and accuracy.

  • Stay updated on industry trends and standards to ensure the program's financial and resource management practices remain current and effective.

    Training and Support:

    • Provide guidance and training to program staff on financial policies, procedures, and resource management best practices.
  • Support team members in understanding and adhering to financial and resource management requirements.

    Skills and Competencies:

    • Strong knowledge of financial management principles and practices.
  • Excellent analytical, problem-solving, and decision-making skills.

  • Proficiency in financial software and tools, including advanced Excel skills.

  • Strong communication and interpersonal skills.

  • High level of integrity, attention to detail, and commitment to ethical conduct.

  • Ability to manage multiple priorities and work under pressure.

    Required Education and Experience:

     

  • Education: Bachelor’s degree in Finance, Accounting, Business Administration, or a related field. Master’s degree or professional certification (e.g., CPA, CMA) preferred.

  • Experience: Minimum of 5 years of experience in financial management, budgeting, and resource allocation. Experience in project-based or program management environments is preferred.

    Work Environment:

    Standard office environment with the possibility of remote work arrangements. Occasional travel may be required to project sites and stakeholder meetings.

    The pay range for this position is $ $42.50 to $45.

    Upon hire, secondary employment must be disclosed and approved.
