Summary About the Position: This is a Program Manager position for the Headquarters, US Army Corps of Engineers, Directorate of Civil Works, Planning and Policy Division. The actual duty station will be negotiated upon selection. Salary will vary depending on duty station location. A recruitment, retention or relocation incentive may be authorized. Other candidates may be eligible to apply under USAJOBS Announcement Number: CERA241457249803 Responsibilities Serves at the deputy planning program portfolio manager for assigned appropriation(s) funding for Civil Works projects and programs. Serves at the primary point of contact for planning and policy division within the program and project CoP to provide technical guidance for Civil Works. Manage USACE-wide Civil Works appropriations or programs to provide guidance, consultation and problem- solving to organizations. Determine appropriate improvements or actions and recommend solutions to higher authority. Interface internally and externally to assure enterprise efforts will result in quality projects being on time within a reasonable cost. Works in conjunction with functional areas on all phases of program and project management activities related to Civil Works appropriations accounts. Establish communications and build relationships with other federal agencies, non-governmental organizations, private industry, headquarters and USACE organizations. Provide assessment and continue to evaluate the Corps implantation of the project delivery business process. Recommend additions, corrections and revisions for appropriate guidance. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: 1. Track trends in resource usage to evaluate the civil works program to ensure funds are allocated properly; 2. Utilize policies, guidance and procedures to recommend, develop and implement changes to water resources project development; 3. Ensure fund allocation for emergency disaster response programs are in accordance with applicable policies, guidance, regulations, and appropriations bill; 4. Oversee all phases of program objectives for civil works projects to track status, progress, trends, and prospects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13) You will be evaluated on the basis of your level of competency in the following areas: Communications Program/Project Management Strategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
