Are you a Human Resources professional with great communication skills who would like to work in a collaborative environment? The Human Resources Department is seeking qualified candidates for the position of Risk Management Program Manager.

The Risk Management Program Manager (Program Manager), reporting to the Deputy Director of Human Resources/ Risk Manager, will oversee the following three programs:

  • Americans with Disabilities Act (ADA) Title I workplace accommodations program for employees and job candidates with disabilities.

  • Leaves of Absence program for managing and monitoring the administration of claims for leave of absence.

  • Workers' Compensation Program.

The Program Manager will direct the work of the staff in these units and support the team in the fulfillment of their duties in these program areas including their communication with employees, managers, insurance carriers, medical personnel, lawyers, and vendors. This position also receives a 5% management differential (already reflected in the salary) as the Program Manager assists the Deputy Director of Human Resources/ Risk Manager with a wide variety of work related to insurance for the County.

Examples Of Duties

Duties of the position include, but are not limited to, the following:

  • Plan, direct, monitor, and evaluate the effectiveness of the ADA Title I, Leave of Absence, and Workers' Compensation functions and programs, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.

  • Write and review policies, procedures, and methods relative to ADA Title I, Leave of Absence, and Workers' Compensation and formulate, recommend, and/or implement actions for program improvement.

  • Meet with department managers and staff on human resource issues regarding ADA Title I, Leave of Absence, Workers' Compensation, and insurance related matters.

  • Advise managers and employees on County procedures, benefits, and existing policies.

  • Interpret and explain provisions of applicable laws, rules, policies, and agreements to County management, employees, employee organizations, and the public.

  • Assist with interviewing, selecting, and hiring staff.

  • Train, supervise, and evaluate program staff.

  • Assist in the selection and management of vendors, consultants, and service providers; oversee compliance of consultants and vendors with contract provisions.

  • Assist with selecting and managing insurance brokers, carriers, third-party administrators, and other necessary Risk Management service providers.

  • Participate in the establishment of strategic short-term and long-range program plans.

  • Prepare detailed and professional reports and other written communications, including policies and procedures, Board of Supervisor memos, executive summaries, and statistical data.

  • Prepare and deliver trainings.

  • Meet and/or negotiate with representatives of employee organizations, as appropriate.

  • Collaborate with information systems staff to identify and evaluate assigned program's system/database needs and implement new systems or changes as necessary.

  • Respond to inquiries and complaints that arise.

  • Perform other related tasks as necessary.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

  • A typical way to qualify is three years of progressively responsible professional-level experience in the field of Human Resources within a public-sector environment, specifically regarding ADA in general and Title I specifically, Leave of Absence, Workers' Compensation, and insurance policies.

  • Experience should also include at least one year performing supervisory duties.

Knowledge of:

  • Principles and practices of public administration, and program management, including planning, implementation, and evaluation.

  • Principles, theories, and practices of human resource management relative to the Americans with Disabilities Act, FMLA, Workers' Compensation, Long-Term Disability, etc.

  • Public-sector insurance practices and policies.

  • Personnel management principles and techniques, including interviewing, selection, training, supervision, evaluation, motivation, discipline, and staff development.

  • Information systems applications relative to the administration of leave requests.

  • County policies and procedures and pertinent State, Federal, and local laws relating to human resource management.

  • Research and analysis methods and principles.

  • Techniques for conducting effective public presentations.

  • Industry trends relative to ADA Title I Accommodations, Leave of Absence, and Workers' Compensation and public-sector insurance.

Skill/Ability to:

  • Plan, organize, direct, manage, and evaluate program effectiveness.

  • Supervise, train, and evaluate employees; set workload priorities under pressure of deadlines.

  • Prepare complex and detailed written reports, program policies, procedures, and contracts.

  • Gather and analyze data and make effective recommendations to address moderate to complex human resources problems.

  • Comprehend written material; interpret, apply, and explain County policies, and relevant State, Federal, and local policies, procedures, laws, and regulations.

  • Comprehend insurance policies.

  • Establish and maintain effective working relations with a diverse group of individuals contacted during work.

  • Effectively utilize automated information systems.

  • Communicate well to a diverse audience, both orally and in writing; write clear, concise, and professional reports, memos, and other correspondence.

  • Analyze and calculate numerical data.

  • Maintain a participatory management style while promoting differing viewpoints and persuasively working towards a consensus among individuals.

  • Organize and prioritize work, manage deliverables within schedule, and communicate delays as necessary.

  • Takes reasonable risks and proactively seek innovative solutions or changes within established guidelines.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

Examination Process: The examination process will consist of the steps detailed below. Because of this examination process, not all applicants meeting the minimum qualifications are guaranteed advancement through the examination process.

  • Initial review of application materials. At this step applicants submitting incomplete applications, lacking relevant qualifications, and/or not following instructions will be disqualified.

  • Application Screening. The application and supplemental responses for applicants who pass the initial review will be evaluated by a panel of subject matter experts. All applicants passing this step will be invited to the panel interview.

  • Panel Interview. At this step, applicants will be invited to a Civil Service interview, which may include the evaluation of a written and/or performance exercise given immediately preceding the interview. Applicants passing this stage will be placed on an eligible-for-hiring list.

Depending on the number of applicants, an application appraisal of education and experience may be used in place of these other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
