ESSENTIAL DUTIES AND RESPONSIBILITIES –

Sr. civil Inspector Inspects materials, grades, and other work for compliance with standard and special specifications, details, plans, and standard construction practices and takes samples for various materials tests and calls for testing as required

· Coordinates the development of the scope of work for assigned projects, providing direction and clarity to contractors and outside consultants by participating in preliminary project design review and conducts pre-construction meetings and coordinates final acceptance procedure, walk-through and letters

· Reviews project schedules, investigates and resolves schedule conflicts on capital improvement projects and provides necessary feedback during contract change order requests and proposed additions/deletions to contracts throughout process, gather quantities, reviews pay apps from contractors and consultants assists and conducts project progress meetings and project conferences

· Provides information to contractors, owners, or other customers regarding specifications and other regulatory requirements and specifications

· Reviews as-builts for accuracy and acceptance and assists in permit termination for certification of occupancy and issues notices to comply and stop work orders to contractors for governing specification adherence

· Works closely with Project Managers and Civil Engineers providing consultation, feedback concerning updates, quantities, RFI's, change orders and project progress

· Reviews progress of projects being inspected for the City by others and assists them in coordinating work and ensure that procedures are followed and materials used conform to specifications

· Reads, interprets and reviews approved land development and improvement project plan sets and contract specifications and details

· Completes progress reports and final pay estimates and computes monthly estimates of work completed and recommends payment for contractors

· Responds to citizen complaints and requests for information regarding construction projects

· Trains, leads and assists Engineering Inspectors on land development and City improvement projects as well as trains and leads contract inspectors assuring city inspection protocol and expectations

· Ensures that proper safety and traffic control procedures are followed and detects hazardous situations on construction sites

· Provides technical advice to Construction Inspectors, including scheduling employee work assignments; monitors inspector performance and provides feedback on employee’s performance; identifies training needs and provides on-site technical training for inspection staff; acts as a technical advisor and lead

QUALIFICATIONS

Minimum Requirements:

· High School + 8 years of relevant experience or demonstrated equivalency of experience and/or education

· Must pass background check for airport badging. Must pass drug and alcohol screening.

· A valid Class C driver’s license and the ability to maintain eligibility under the Authority’s Authorized Drivers Program

· Night and weekend work will be required

Knowledge of:

· Construction practices and techniques

· Methods and materials used for public works construction projects

· Engineering terminology

· Symbols and terminology used in engineering drawings

· Field surveying methods and techniques

· Principles and practices of personnel management and supervision

· Research methods

· Knowledge of FAA Advisory Circulars

· Knowledge of airside and landside design, planning aspects and facilities

· Knowledge and experience in airport operations and construction is preferred.

· Experience with preplacement (forms, embeds and reinforcement), concrete placement

· Experience with airfield pavement

· Certification by recognized authority is preferred

· Intermediate or expert computer and software skills to include use of Microsoft Office Suite and Windows.

· Excellent written and communication skills

· Preferred bachelor’s degree or equivalent experience

Ability to:

· Read construction plans and specifications

· Interpret engineering drawings and specifications for construction control purposes

· Communicate orally with customers, clients, and the public using a telephone and in group and face-to-face, one-to-one settings

· Ability to make decisions in accordance with construction plans and specifications and City policy and procedures

· Observe or monitor work/procedures to determine compliance with prescribed specifications or safety standards

· Comprehend and make inferences from material

· Use graphic instructions such as blueprints, layouts or other visual aids

· Produce documents using proper sentence construction, punctuation, grammar, and spelling

· Review or check the work products of others to ensure conformance to standards
