Space and Airborne Systems (SAS) is growing rapidly and taking on increasing prime level responsibilities in Space, Airborne Combat Systems, Intel & Cyber, and Mission Networks domains. As such, our subcontracting team is leveling up to take on more complex subcontract management responsibility to help drive a sustainable competitive advantage and accelerate the delivery of cutting-edge capability to the warfighter. To play a key leadership role in this charter, the functional homeroom of Subcontracts is looking for a Subcontracts Strategy Manager to join the team and help evolve the subcontracts function. The Subcontracts Strategy Manager will be a seasoned subcontracting expert, with a wealth of experience managing complex subcontracts across multiple phases, subcontract types, customers, and product types. This individual will be responsible to support SAS subcontract managers to drive subcontract management process discipline, capability improvement, and best practices into the organization. This individual will provide subject matter expertise and assistance to subcontract managers across all phases of the subcontracting process, with heavy focus on upskilling the organization’s capabilities for subcontract proposal evaluation & negotiation, strategy & startup, and execution. The Subcontracts Strategy Manager will identify opportunities for process and tools improvements and participate in continuous improvement initiatives.

Essential Functions:

  • Responsible to support and mentor SAS subcontract managers to enhance subcontract management process discipline, capability, and adoption of best practices.

  • Responsible to offer subject matter expertise to guide subcontract managers across all phases of the subcontracting process.

  • Responsible to identify opportunities for improvements within the subcontracting function and contribute to continuous improvement initiatives.

  • Responsible to develop and execute strategic plans for subcontracting that align with the overall business objectives of SAS.

  • Provide insights and recommendations to leadership on subcontracting strategies, risks, and opportunities contributing to the development of a forward-looking and proactive approach to subcontract management.

    Qualifications:

  • The experiences noted above are typically met through a bachelor’s degree and a minimum of 12 years of prior related experience or a Graduate Degree and a minimum of 10 years of prior related experience.In lieu of a degree, a minimum 15 years in relevant experience required.

    Preferred Additional Skills:

  • Proficient in negotiation techniques to deliver favorable outcomes, and ability to navigate complex negotiation.

  • Strong understanding of risk management principles and the ability to identify, assess, and mitigate subcontracting risks, and experience developing risk mitigation strategies to protect project schedules and budgets.

  • Knowledge of subcontracting regulatory requirements and compliance standards and ability to navigate compliance issues effectively.

  • Data analysis and reporting proficiency, able to develop and present reports to leadership, highlighting KPIs and areas for improvement.

  • Ability to proactively identify innovative solutions and best practices to improve subcontracting processes.

  • Ability to inspire and mentor team members to enhance their skills and contribute effectively to the organization’s goals.

    In compliance with pay transparency requirements, the salary range for this role is $105,000 - $225,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
