Office of Human Resources Management Supervisory Human Resources Specialist (Executive Resources) in United States

Summary As a Supervisory Human Resources Specialist, you will be responsible for planning, directing, and coordinating the mission of the Office of Executive Resources. Location of position: This is a VIRTUAL position within GSA's Office of Human Resources Management We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities As a Supervisory Human Resources Specialist, you will perform the following duties: Develops policies and procedures for the effective management of executive resources and noncareer appointees within GSA. Researches, interprets, analyzes, and applies guidelines, policies, regulations, etc., to effectively carry out the mission of the Division. Coordinates activities with other offices within OHRM to ensure that program needs are addressed/met. Specifically coordinates with the Office of Human Capital Management on policy issues. Coordinates with the Office of Information Management on information and information technology needs, and coordinates with other HR Services organizations to align performance metrics across OHRM. Responsible for technical and administrative supervision and management of the associates within the Chief Human Capital's Office. Plans and directs Executive and Political position classification program including positions in both competitive and excepted service and the SES. Provides advisory service to other staff offices and operating officials on all matters relating to position classification including position management, organization structure, and job reengineering. Coordinates with and collaborates with the Classification Center on organizational design, position management and reorganizations as needed. Serves as a focal point for technical guidance on implementing and administering position management programs and recruitment strategies for political and senior executive employees throughout the agency. Serves as advisor and consultant to and, works closely with the Administrator, Deputy Administrator, Associate Administrators, Heads of Services and Staff Offices, Regional Administrators and other executives across GSA on human resources management considerations, problems, requirements, or questions which may arise in connection with the adoption, revision, or rejection of plans for the organization of GSA, the distribution of responsibilities, the delegations of authority, the assignment of personnel, and other basic administration policies and program plans. Plans and maintains an automated information and processing system to provide appropriate and timely feedback to management on all aspects of the human resources management program. Ensures timeliness of personnel actions, processing of necessary paperwork, and the maintenance of required personnel records in a comprehensive automated information management system. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is defined as experience planning, coordinating, and directing, staff and work for an organization that provides human resources policy, guidance, and operational services to include hiring, onboarding, performance, and pay administration related to the Senior Executive Service (Career and Non-Career), Senior Level (SL), and Schedule C political appointees.
