Summary This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (FBC) mission area. For Washington, DC this is an AFSCME Bargaining Unit position. For Kansas City this is a NTEU Bargaining Unit position. For St. Louis and Ft Worth this is an AFGE Bargaining Unit position. Responsibilities Oversees the execution products, policies, and procedures within the public affairs section. Develops initiatives and techniques for improvement of the internal and external communications services and procedures; and provides strategic advice to senior leadership on a wide variety of mission related issues. Develops, interprets, evaluates, implements, and coordinates FPAC-wide communications policies, practices, methodologies, and procedures for the FPAC external communications program. Provides subject matter expert interpretation and instructions on laws, regulations, policies and procedures, and develops guidance on appropriate course of action. Performs the full range of managerial and technical supervisory duties within the Section. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the 07/02/2024 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-14 Level: To qualify for this position, you must possess at least one year of specialized experience, equivalent to the Federal GS-13 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as being responsible for independently planning and administering web, digital, and graphic development activity for an agency. Examples of this experience include: Serving as an expert in agency external communications activity, which includes managing media engagement, developing crisis communications messaging, coordinating public engagement of agency principals, developing press releases and op-eds, managing content on websites, developing social media campaigns, and developing and implementing plans related to web and digital strategy. Experience in directing or leading a team of communications professionals managing messaging, press engagement, and external presence at conferences and other stakeholder events for an agency. Developing or executing communications campaigns that leverage traditional and digital communications, including press releases, blogs, op-eds, speeches, and talking points. Overseeing the execution of organizational policies, procedures, and regulations. Leading and managing the planning, coordination, implementation, and evaluation of complex public affairs and media engagement program requirements and information and communications strategies. Experience in public relations and communication techniques as it relates to fostering relationships and interests among major general public and external stakeholder segments. Experience leading development and dissemination of policy formulation and policy and program materials that inform large numbers of internal and external stakeholders, including the public.
