Bowers + Kubota Consulting Planner in Waipahu, Hawaii

The Planner works with both public and private sector clients in obtaining land use entitlements and permits required for development and physical planning projects. The Planner will also work in a team preparing documents including reports, applications, correspondence, permit forms, physical plans, and other environmental documents.

JOB QUALIFICATIONS:

Bachelors degree from an accredited college or university, with specialization in city planning, architecture, engineering, economics, sociology, geography, public administration or a related field Familiarity with urban, regional, and rural planning principles Familiarity with GIS tools in support of technical analyses Strong written and oral communication skills, including the editing, oversight or preparation of technical reports, and the presentation of information to clients, government entities and various committees. Interpersonal and public relations skills to work effectively with clients, co- workers, government officials, other customers, and community organizations.

ESSENTIAL JOB FUNCTIONS:

Prepare (research and write) planning due diligence reports and assist with compiling the draft and final reports. Prepare environmental compliance disclosure documents in accordance with State of Hawaii (HRS Chapter 343) and National Environmental Policy Act requirements. Apply professional competence and demonstrate practical knowledge in the area of land use planning and community/public engagement. Prepare permit applications, such as: o Section 404 Department of Army (DA) Permit o Section 10 DA Nationwide Permit o Section 401 State Department of Health Water Quality Certification o Special Management Area (SMA) permit o Shoreline Setback Variance (SSV)

o Conservation District Use Permit (CDUA) o Coastal Zone Management (CZM) Consistency Review and o Other permits that may be required for the project Assist in representing the company in public meetings and hearings, including, but not limited to, individuals or community groups. Participate in conferences and meetings involving departmental programs and functions. Speak effectively to individuals and groups and conduct investigations and meetings with property owners and clients Maintain cooperative relationships with government agencies, civil organizations, and the public Work with the graphics designer to prepare graphics for reports or presentation purpose. Review and comment on special studies required for a project, such as biological reports, archaeological or cultural reports, traffic studies, infrastructure studies, and other studies as may be required for the project. Perform other duties as assigned.
