House of Representatives Chief Logistics Officer in Washington DC, District Of Columbia

Summary The CAO has an exciting opportunity for a Chief Logistics Officer (CLO) with responsibility for comprehensive strategic and long-term planning for the Office of Logistics and Support (L&S), which provides important logistical services to the entire House community, including building, repairing, moving, setting up, and breaking down furniture; and facilitating office moves. Responsibilities Job Summary: The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 800 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel. The CAO has an exciting opportunity for a Chief Logistics Officer (CLO) with responsibility for comprehensive strategic and long-term planning for the Office of Logistics and Support (L&S), which provides important logistical services to the entire House community, including building, repairing, moving, setting up, and breaking down furniture; and facilitating office moves. The ideal candidate is a consensus builder who is able to navigate interrelationships between organizations, employees, and customers with agility and tact. Major responsibilities include the executive level management of the L&S Business Unit (approximately 100+ employees), program requirements, as well as personnel, while also providing general assistance, coordination, guidance, and recommendations to the CAO, CAO senior management team, and other House officials and staff regarding Logistics related issues. The incumbent’s pay grade and compensation level are determined based on applicable professional experience, job knowledge, past performance, proven leadership and management skills, assigned level of responsibility, and size and scope of the Business Unit, in comparison to local market rates of pay for equivalent criteria within the applicable discipline. The position has day-to-day supervisory/managerial responsibilities. Major Duties/Responsibilities: · Provides executive level leadership of the L&S Business Unit including executive level management of personnel, to include hiring and personnel action recommendations, timely review of, and feedback on, all applicable individual performance plans and evaluations, business unit-wide employee coaching and mentoring as necessary, and management of employee conflicts and disciplinary actions. · Must be able to interact effectively with Members, CAO, CHA, other House Leadership on any situations which occur that impact services provided by L&S. Demonstrates a thorough understanding of the interrelationships between organizations, employees, and customers and how the roles, products, and services of Logistics and Support relate to those of other organizations. · Oversees the development of a yearly fiscal budget addressing current and future needs, including contract support, equipment, supplies and materials, training, and services; monitors and tracks budget(s) and expenses to ensure execution as planned. · Leads managers and front-line staff in delivering excellent customer service; ensures the availability of support services and provision of accurate and timely information. · Oversees the coordination of complex workflow across the Business Unit; anticipates challenges and takes steps to mitigate their impact. Reviews and analyzes reports documenting trends and operational performance; implements changes as needed to achieve optimum performance. · Oversees the development and maintenance of a system of internal controls that enables staff to safely and efficiently perform their duties; ensures that procedures align with official House internal controls policies and procedures. Ensures transactions and activities are tracked, processed, and recorded in accordance with policies, procedures, processes, and service level agreements. · Assigns, oversees, and monitors the development, implementation, and modification of internal workplace policies, standards, procedures, practices, and communication programs. Demonstrates a thorough understanding of relevant laws, rules, and regulations; ensures compliance and provides guidance to others as needed. Oversees the verification and maintenance of records; ensures compliance with relevant laws, rules, and regulations. · Promotes and articulates the values associated with workplace safety, best practices, exemplary business ethics, and integrity. · Demonstrates a thorough knowledge of Logistics and Support services and products and maintains awareness of competing/complimentary initiatives within the business unit and across the CAO. · Performs other official duties and special projects as assigned. Requirements Conditions of Employment Qualifications Experience and/or Education Requirements: · Bachelor’s degree in a discipline related to the position experience. · Advanced degree in a discipline related to the position and relevant certification(s) preferred. · Minimum 12 years of progressive experience in professional, executive level roles within a similar field. Knowledge, Skill, and Ability (KSA) and Competency Requirements: · Knowledge of employee performance plans and evaluations, coaching and mentoring techniques, and methods of addressing employee conflicts and disciplinary actions. · Ability to develop, implement and champion new strategic initiatives through effective change management practices. · Knowledge of analysis, planning, program and project management (including resource allocation and management), budget formulation (personnel and program), and procurement systems. · Ability to communicate effectively with Members, CAO, CHA, and other House Leadership on any situations which occur that impact services provided by L&S and to navigate interrelationships between organizations, employees, and customers with agility and tact. · Ability to develop, implement, and maintain internal operational policies, standards, procedures, and practices. · Ability to establish and maintain administrative, quality control, and measurement criteria and processes. · Ability to recognize and deal with politically sensitive issues. · Ability to ensure the financial accountability of the business unit. · All employees within CAO are expected to demonstrate the following general competencies: Accountability, Adaptability, Collaboration, Communication, Customer Orientation, Knowledge of Relevant Policies, Procedures, and Processes, Priority Management, and Problem Resolution. · All employees in leadership positions within CAO are expected to demonstrate the following leadership competencies: Coalition Building, Decision-Making, Leading People, Results Orientation, and Strategic Planning. Physical Requirements and Work Environment: This position is located in an office setting that is adequately heated, lighted, and ventilated. Normal safety precautions apply. The work involves carrying of light items such as books, papers and small office equipment. The incumbent must be able to meet minimum physical requirements (lifting, bending, crouching, standing, etc.).
