Administrative Office of the U.S. Courts Budget Analyst in Washington, District Of Columbia

Summary The Budget Analyst position is located in the Department of Administrative Services (DAS), Office of Budget (BUD), Budget Formulation Branch. The BUD coordinates the formulation of the judiciary's budget request to the Congress for the operation and maintenance of the courts, federal defender organizations and, in coordination with DDO, the Administrative Office of the U.S. Courts (AO); and executing financial plans to support financial support financial management within the judiciary. Responsibilities The incumbent of this position will occupy an entry level Budget Analyst position. This opportunity offers tailored learning and development activities to include formal and informal instruction, guidance, and mentoring. The goal of this career development plan is to enable the selected individual to meet the requirement of the full performance level. At the successful conclusion of the development period, the full performance salary range increases to $99,200-185,930. This position will report to the Supervisory Budget Analyst, Budget Formulation Branch, Office of Budget (BUD), Department of Administrative Services (DAS). The BUD is seeking a self-motivated, professional Budget Analyst to join its team. You will be part of a dedicated support team striving to enable the achievement of the constitutional and statutory mission goal of the judicial branch of government - to provide equal justice under law. The BUD prepares the Judiciary's annual budget request to Congress, oversees the execution of the Judiciary's budget, allocates resources, monitors spending, and produces financial projections, special analyses, and reports on Judiciary budgetary issues. The Division's work includes budget formulation, budget execution, and program budgeting and analysis. The BUD also provides staff support to the Budget Committee of the Judicial Conference and to the Committee's Economy Subcommittee. At the entry level, the incumbent performs professional entry level assignments specifically designed to prepare the incumbent for higher level professional work. The incumbent will participate as a team member working under the direction of the Supervisory Budget Analyst. As competencies in entry level assignments increase, the incumbent will be assigned progressively more complex work with an appropriate level of supervision. The duties of this position include, but are not limited to: Assisting with the development of the Judiciary's annual budget requests, justifications, and re-estimates to Congress, including drafting supporting narratives, tables, and graphic displays. Liaising with program offices as the main point of contact for all budget related issues and providing a high level of customer service. Reviewing, analyzing, and preparing budget estimates for multiple national programs. Conducting quantitative and qualitative analyses of Judiciary programs. Assisting with preparing written documents such as budget justifications, agenda items, and policy documents for the Director, Members of Congress, the Budget Committee, and other senior management officials. Participating in briefings for managers of national programs to discuss budget formulation, budget execution, and other programmatic issues. Collaborating with internal and external stakeholders on budget formulation and execution issues. Assisting with the development process for the Judiciary's national financial plans. Assisting with the development of annual spending plans, monitoring expenditures, and preparing regular reports and executive summary information on those plans. Conducting basic analyses of Judiciary program spending, including projections of current or proposed spending. Working with program and Budget Division staff on a variety of team projects. At the full performance level, the duties of this position include, but are not limited to: Leading the development of complex components of the Judiciary's annual budget requests, justifications, and re-estimates to Congress, including drafting strong supporting narratives, tables, and graphic displays. Reviewing, analyzing, and preparing budget estimates for complex national programs. Conducting complex quantitative and qualitative analyses of Judiciary programs. Liaising with program offices as the main point of contact for all budget related issues throughout the year, providing subject matter expertise, and providing a high level of customer service. Independently developing a variety of written documents such as budget justifications, decision memoranda, agenda items, analytical reports, and policy documents for the Director, Members of Congress, the Budget Committee, and other senior management officials and preparing complex data into high level information appropriate for a wide variety of audiences. Leading briefings for managers of national programs to discuss budget formulation, budget execution, and other programmatic issues. Collaborating with internal and external stakeholders on a wide range of budget formulation and execution issues. Participating in the development of the Judiciary's national financial plans. Developing annual spending plans, monitoring expenditures, and preparing regular reports and executive summary information on those plans. Performing complex analyses of Judiciary program spending, including projections of current or proposed spending. Leading staff within the Budget Division on a variety of team projects. Specialized Experience: Applicants must have at least one year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience reviewing, analyzing, and preparing budget estimates; and assisting with preparing written documents such as budget justifications and policy documents. OR Education: If you are using your education to qualify for the specialized experience requirement, you must submit a copy of your transcripts or an itemized list of courses (which includes equivalent information from the transcript e.g., course title, semester/quarter hours, and grade), from an accredited college or university, with a major in a field that provided you with the knowledge, skills, and abilities necessary to do the work of this position. This information must show superior academic achievement. Superior academic achievement is defined as a 3.5 GPA in your major or an overall GPA of 2.9.
