Summary This position is located at US Mint,Headquarters-Off of Dir/Chief Admin Off/FIN DEPT/Procurement Div/PROCUREMENT OVERSIGHT BR. As a CONTRACT SPECIALIST, you will be overseeing and providing technical supervision of field and Departmental procurement activities; interfacing with the Department of the Treasury on procurement matters; performing staff procurement functions; and developing and implementing policies and procedures. Responsibilities The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. Performs authoritatively in applying contracting systems, practices, regulations, and operations to major, complex procurement activities. Conducts procurement activity for major and complex systems (e.g., nationwide manufacturing and IT systems) where little or no contractual precedent exists to serve as guidance. Initiates and conducts appropriate coordination between HQ and field site Acquisition personnel to implement United States Mint wide strategic sourced procurements actions. Manages all contractual aspects of a major program involving coordination of numerous contracts, long-range procurement planning based on a thorough knowledge of the program objectives and interrelationships with other programs, and skill in interpreting policies to solve unprecedented problems. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as: - Managing a Purchase Card Program and a Contracting Officers Representative Program; AND - Procurement cost and price analysis and techniques to review contractor proposals, bids, termination agreements, and contract closeout proposals; AND - Performing contracting activities such as planning and coordinating in support of a procurement program. For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position is defined as: - Experience as a team member managing a Purchase Card Program and Contracting Officers Representative Program; AND - Performing contracting activities in support of a procurement program. OR 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. OR You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. To qualify on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12 you must have been at the GS-11 level for 52 weeks. For the GS-11 you must have been at the GS-09 level for 52 weeks. Education Education Requirements: Requirement for Contracting Series, 1102 GS-12 and below: A. A 4-year course of study leading to a bachelor's degree with a major in any field; OR B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
