Federal Deposit Insurance Corporation Data Scientist, CG-1560-13/14 in Washington, District Of Columbia

Summary This position is in the Division of Insurance and Research, Large Data Management Section leading the performance of complex analytics, including the use of machine learning and artificial intelligence techniques, on large datasets to support the mission of the division and the Corporation. Responsibilities At the full performance level, major duties include: Leads the development of auditable, flexible, repeatable, and scalable extract transform and load (ETL) or extract load transform (ELT) capabilities on large structured and unstructured data sources in a variety of formats from multiple sources, including internal and external application programming interfaces (APIs). Uses appropriate analytical and geographic information software (GIS) and techniques to programmatically prepare data for analysis and clean imperfect data. Develops GIS solutions including climate risk models and multi-layered, interactive portal-based maps. Develops and maintains expertise in the use of a variety of cloud technologies, statistical programming languages and software and distributed computing software and databases. Provides technical leadership on data analysis projects, including projects that use complex analytic approaches common to the field of data science including AI/ML techniques, Natural Language Processing (NLP), statistical analysis, geographic analysis, data visualizations, and application/model development. These analyses are used to identify and monitor risks to the financial system and the deposit insurance fund, to inform the development of banking policy and the conduct of supervision and resolution- related activities; and to produce research for publication in external peer-reviewed publications. Conducts analysis of and derives meaning from large and complex data sources in multiple formats including structured, unstructured, and semi-structured data using statistical software and/or programing languages. Develops applications and visualizations of geographic data for analyses of climate and other risks; demonstrates proficiency in evolving Geographical Information System (GIS) mapping capabilities, including internal and external geographic datasets and mapping software (such as Google Maps API or ArcGIS). Utilizes software and/or programming languages to automate complex and intersecting data orchestration workflows. Leads the development of scripts or utilities to programmatically deploy and update data visualizations, data sources, and other analytic tools; and to automate task execution and the instantiation of data pipelines. Consults with stakeholders and provides subject-matter expertise in identifying appropriate data, methodological approaches, and data visualizations to solve complex problems, answer ad-hoc queries, and support data-driven decision-making. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. - OR - 2. Combination of Education and Experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. In addition to meeting the Basic Requirements above, applicants may qualify based on specialized experience: CG-13: Applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-12 level or above in the Federal service. Specialized experience is experience 1) developing data analytic solutions using machine learning and artificial intelligence techniques; 2) conducting analyses using software and/or programming languages that include SQL, Python, R or Apache Spark to test hypotheses, predict outcomes, and deliver data reports to stakeholders; and 3) managing and processing large datasets into structured formats for matching, reporting and analysis. CG-14: Applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-13 level or above in the Federal service. Specialized experience is experience 1) developing data analytic solutions using machine learning and artificial intelligence techniques; 2) conducting analyses using software and/or programming languages that include SQL, Python, R, Databricks and/or Apache Spark to test hypotheses, predict outcomes, and deliver data reports to stakeholders; 3) managing and processing large datasets into structured formats for matching, reporting and analysis; and 4) creating and maintaining data delivery pipelines. Education See requirements stated under QUALIFICATIONS. Additional Information Selectee(s) for this position will be required to report to their duty station office two days per week.
